Representatives from the following companies were present: W. M. Shultz Construction, Inc., Ballston, New York Clayton D. Davenport, Inc, Greenfield, Massachusetts E. T. & L. Corp., Stow, Massachusetts Robert B. Our Co., Inc., Harwich, Massachusetts During the site visit Kleinfelder provided an overview of the scope of work, after which all Contractors were invited to walk the site to acquaint themselves with existing conditions. Contract Documents On which General Bids were to be received on Wednesday, May 31, 2017 at 2:00 p.m., make the following changes and/or additions to the Contract Documents. The items set forth herein, whether of omission, addition, substitution, or clarification, are all to be included in and form a part of the proposed work. Inclusion of this Addendum must be acknowledged by inserting its number where indicated on the Bid Forms (Section 00300). Failure to acknowledge any and all addenda where provided on the Bid Forms may be cause for rejection of the bid by the City of Northampton on the basis that it is not responsive. MODIFICATION TO BID OPENING DATES Bid Opening: The Bid Opening date has been moved from Wednesday, May 31, 2017 at 2:00 p.m. to Thursday, June 1, 2017 at 3:30 p.m. GENERAL INFORMATION: Site Visits During Bid Period: Interested bidders may visit the site during the bid period to further acquaint themselves with existing site conditions. However, the site is periodically occupied by a contractor presently working in the area. Therefore, access to the site is typically available during normal weekday work hours. However, it should be noted that the site is fenced and will be locked when the contractor is not on site. In the event, an interested bidder wishes to access the site at a specific time and date may do so with prior coordination through Laura Baker (Project Manager) of Valley Community Development Corporation, who can be reached at 413-586-5855, ext. 100. Bidder questions are presented in italicized text. 1. Is the Proposed Box Culvert separate from Support of Excavation? Response: Yes. The intent was to have the support of excavation for the 6’x6’ reinforced box culvert as a separate pay item from the proposed culvert installation. Refer to the revised measurement and payment (Section 01150) in this Addendum for additional clarification. Support of Excavation for the 6’x6’ Reinforced Box Culvert is accounted for under Pay Item 28. 2. Is the Sheeting intended to remain in place after construction? Response: Yes, the sheeting for the support of excavation for the proposed box culvert is intended to remain in place after construction. Refer to the revised measurement and payment (Section 01150) in this Addendum for additional clarification. Refer to new Pay Item 28. 3. Is there an insurance requirement for the railroad? Response: Yes. Railroad requirements are presented in Section 01040, 3.3F (Project Coordination) and Appendix E of the Contract Specification. 4. Are Railroad Flaggers required on this project? Response: Yes. As referenced in Section 01040, 3.3G (Project Coordination) of the Contract Specifications, coordination contact for railroad flaggers is Dillon O’Toole. He can be reached at (978) 663-1077. 5. Where is the discharge point for the Contractor’s proposed dewatering system? Response: The Contractor shall not discharge water from dewatering operations directly into any stream, channel, or any storm sewer. Water from dewatering operations shall be treated by an approved method to knock out sediment contained in the water. Approved sediment removal treatment system can discharge water to the existing brick culvert at the downstream tie-in location. Refer to Section 02140 – Dewatering Specification for additional information. 6. Is there a set allowance provided for Police Detail? Response: Yes. Under Bid Item 22 – Uniformed Police for Traffic Control a $45,000 allowance is provided. ADDENDUM NO. 1 CONTRACT AND SPECIFICATIONS FOR FORMER NORTHAMPTON LUMBERYARD (256 PLEASANT ST.) Is a Bidders List Available? Response: Yes. See attached Bidders List. 8. Since no amount was given in the bid package for Price Adjustment Bid Items for Diesel, Portland Cement, and Liquid Asphalt, will there be an Addenda to address TBD value for each item? Response: The Price Adjustment Pay Items (items 25A, 25B, 26 & 27) for Diesel, Liquid Asphalt and Portland Cement, respectively have been revised from a unit value to an allowance. The base price for the abovementioned materials shall be set by the City at the time of advertisement, which is defined as the month of May 2017. Once the period price for the respective material is posted by MassDOT – Highway Division for the month of May 2017, this price will constitute as the actual Base Price for Pay Item 25A, 25B, 26 & 27. SPECIFICATIONS: Section 00020 Invitation to Bid, DELETE the 8th paragraph stating “All work must be substantially complete by October 1, 2017 and commence within ten (10) days following effective date of the Agreement” and REPLACE with the following new paragraph: The contractor shall commence work within ten (10) calendar days following effective date of the Agreement, which is expected to be no later than June 30th, 2017. The contractor shall meet a milestone that includes the complete installation and backfill of the proposed 6’x6’ box culvert from Station 0+40 within the site proper to Holyoke Street at station 2+20, successfully demolish and remove existing catch basins No. 4 and No. 7, completely install proposed drain manholes P-MH2 and a minimum of 40-linear feet of associated 12-inch RCP draining to P-MH3, and complete the depletion of soil stockpiles on site that interfere with the building site contractor and prevent him from constructing building foundations for the proposed building. This milestone shall be complete by no later than Friday October 20, 2017 or within 112 calendar days from the effective date of the Agreement, if said Agreement is not in effect until after June 30, 2017. If the contractor is complete with this milestone prior to October 20, 2017 or in less than 112 calendar days from the effective date of the Agreement, he will be compensated up to $1,500 per each calendar day that the milestone has been completed early, up to a maximum period of 20 calendar days or $30,000.” ADDENDUM NO. 1 CONTRACT AND SPECIFICATIONS FOR FORMER NORTHAMPTON LUMBERYARD (256 PLEASANT ST.) Section 01150 Measurement and Payment, Pay Item 8. Groundwater Control, DELETE in its entirety and REPLACE with the following Pay Item 8: Item 8, Groundwater Control and Wet Weather Surface Water Control: 1. Payment for construction dewatering and surface water control under wet weather conditions will be based on the lump sum price bid for this item. Under the lump sum price for this item, the Contractor shall furnish all labor, materials, tools, equipment, and incidentals required for treatment and control of construction dewatering and surface water control during wet weather event complete, as required and as directed by the Engineer. The work includes but is not limited to mobilization and demobilization of the complete system(s); design of the system(s); furnishing and installing treatment system(s); maintenance of the treatment system(s); “breakdown”, transportation and set-up of the treatment system(s) between on-site areas requiring treatment; sampling; reporting; maintenance of all logs and other documentation required; laboratory testing; coordination with permitting agencies and the Owner and Engineer; compliance with all permit requirements; removal, transportation, stockpiling, testing and disposal of all collected sediment; Dewatering Professional services; Dewatering Specialist services and all incidental work not included for payment elsewhere. The surface water control would be required during wet weather events at those location where existing drainage structures or conveyance pipes will be demolished and/or abandoned and the final re-connection to the proposed drainage structure or conveyance pipe has not been occurred. The Contractor shall prepare a surface water control that address the control and treatment of stormwater run-off from those drainage structures or conveyance pipe temporarily removed from service. Contractor will be required to treat the surface water control discharge in the same manner as the dewatering control discharge water. The intent of the surface water control is to manage stormwater, and prevent flooding on site. 3. Measurement for payment for construction dewatering and surface water control will be on a percent complete basis for treatment and control of dewatering activities, as determined by the Engineer. The Contractor shall be paid once the dewatering system(s) is onsite and operational, as required by the applicable dewatering permits, and as directed by the Owner or Engineer. A dewatering treatment system shall include a settling tank, hose connections, hoses and other treatment apparatus. Section 01150 Measurement and Payment, Pay Item 9. 6-ft x 6-ft Reinforced Concrete Box Culvert, DELETE first three paragraphs and REPLACE with the following NEW paragraphs: 1. Under the unit price, the Contractor shall furnish and install Reinforced Concrete Box Culvert as shown on the plans. The unit price will constitute full compensation for furnishing and installing reinforced precast concrete culvert of size indicated on the plans complete, including furnishing and installing culvert and fittings, neoprene gasket at joints, install exterior face (self-adhesive) bitumen joint wrap, angled (sweep) culvert, making connections to existing culvert, coring and sealing of box culvert for proposed penetration of drainage pipe stub, removal and disposal of existing pipes and fittings, damp-proofing, and providing a certificate of design. The complete construction also includes, saw-cutting pavement, excavation, backfill using excavated materials and gravel as indicated, crushed stone bedding, geotextile filter fabric, compaction, compaction testing, protection of utilities, repair and/or relocation of any utility lines broken and/or conflicting with construction, temporary pavement repairs, restoration of disturbed areas, clean up and all other appurtenant materials and work incidental thereto and not specifically included for payment under other items. A base price for fuel (diesel) shall be set by the City at the time of advertisement, which is defined as May 2017. Once the diesel period price ($/gallon) for May 2017 is posted by MassDOT – Highway Division, this price will constitute as the actual Base Price for this Pay Item. DELETE 6th paragraph and REPLACE with the following NEW 6th paragraph: 6. The fuel factors will be multiplied by the approved quantities of work done during each monthly period and further multiplied by the variance in price from the base price to the period price, as shown in the following equations. a. A base price for liquid asphalt material shall be set by the City at the time of advertisement, which is defined as May 2017. Once the liquid asphalt period price ($/ton) for May 2017 is posted by MassDOT – Highway Division, this price will constitute as the actual Base Price for this Pay Item. DELETE 6th paragraph and REPLACE with the following NEW 6th paragraph: 6. The approved number of cubic yards of Portland cement concrete placed during each monthly period will be multiplied by the Portland cement content percentage, and further multiplied by the variance in price between the base price and the period price, as shown in the following equation. Under the lump sum price for this Pay Item, the Contractor shall furnish and install all work required to construct the support of excavation for the Proposed Box Culvert, which is not specifically addressed under the other Pay Items specified herein. Measurement for payment for Support of Excavation for the Proposed Box Culvert will be on a percent of the completed work as determined by the Engineer based on a Contractor submitted and Owner/Engineer approved lump sum schedule of values. 2. Payment for Support of Excavation for the 6’x6’ Reinforced Box Culvert under the lump sum bid price for this item, the Contractor shall furnish all labor, materials, tools, equipment, and incidentals required to install the support of excavation system complete, meeting the requirements of drawings S-1 through S-6, and as directed by the Engineer. The work includes, but is not limited to, mobilization and demobilization of the required equipment; access; installation of excavation support; backfilling of voids behind support of excavation per one of the approved methods; furnish and install steel sheet piles; furnish and install internal bracing including struts, wales, brackets, and corner braces; furnish and install materials to maintain the continuity of the shoring system and provide groundwater cut-off at the upstream tie-in to the existing arch culvert and the downstream tie-in to the 60-inch RCP; location and removal of all abandoned utilities or other underground obstructions that interfere with the installation or construction of the support of excavation system; cut and removal of steel sheeting a minimum of 6 feet below finished grade in Holyoke Street (right of way) and a minimum of 1 foot below finished grade elsewhere; remainder of sheet to remain inplace after construction; contractor shall include cost for off-site disposal of the steel sheet cut and removed; Contractor shall remove upper and middle level bracing elements; lower bracing to remain inplace; and all incidental work not included for payment elsewhere. DRAWINGS: The following changes have been made to the Contract Drawings: Sheet C-3 ADD new note number 19 to the Demolition Notes provided on Sheet C-3 of the Drawings. New note number 19 reads as follows: 19. For the demolition of the existing brick culvert at the proposed culvert tie-in points or other locations, it has been determined that the culvert is constructed of multiple courses of bricks. According to the City, it is anticipated that demolition of the existing brick culvert may require the removal of approximately 6 to 9 courses of brick, or more, to penetrate the culvert. The undersigned must furnish 100 percent Construction Performance Bond and 100 percent Construction Payment Bond with a surety company acceptable to the Owner. The bidding and award of the contract will be in full compliance with Section 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised. If this BID is accepted by the Owner, the undersigned agrees to complete the entire work provided to be done under the Contract within 158 calendar days as stipulated in the AGREEMENT.
