Dear Mr. McDonald:
Kleinfelder is pleased to have had the opportunity to work with the City of Northampton
Department of Public Works (DPW) for providing Engineering Services for the drain
relocation at the former Northampton Lumberyard. As requested, we are submitting this
estimated fee for advancing from 60% design to 100% design, bidding assistance and
construction administration services. Please note this is not a formal proposal, but an
estimate of the work that remains to complete the design of the project as well as bidding
assistance and a full-time resident representative services during an assumed construction
duration of twelve weeks. A formal proposal can be submitted upon request. We look
forward to working with you to move this project forward.
Project Background and Understanding
The DPW would like to build a new 6’x6’ precast concrete box culvert drain to resolve a conflict
between an existing drain line and a proposed mix use multistory building to be built by the
Valley Community Development Corporation.
The complexities on the project include the following:
x The pipe depth will be about 12-15 feet below grade
x Poor soil conditions
x The need for construction sheeting.
x Bypass pumping
x Specially designed structures at pipe junctions
x Proximity to the rail road line
x Proximity of the relocated drain line to the foundation of the proposed multistory building.
Kleinfelder was retained to prepare a memorandum, a preliminary estimate and preliminary
plans, a culvert analysis memorandum, 60% design plans, a geotechnical memorandum, and
an opinion of probable construction cost. Kleinfelder has completed that scope of work as of
early August 2016 and the scope of work remaining to advance to 100% design and

Scope of Work
Task 1 – Survey
The survey of the Railroad tracks was not completed during the 60% Design as Pan Am
requires railroad insurance to access the ROW. Heritage Survey of Southampton, MA was
quoted $3,500 to obtain the Railroad insurance which was not part of the 60% design fee. This
task will include the railroad survey, coordination with the surveyor, and easement
documentation support by a surveyor for the proposed drainage shown on the 60% plans to be
on private property located at or near 19 Holyoke Street and 300 Pleasant Street.
Task 2 – Field Work/Test Pit for Building Foundation
Task 2.1 – Test Pit Observation
Based on receiving supplemental survey at the end of 60% design, it appears that the existing
culvert and connection point (DMH-03) to the existing culvert in close proximity (approximately
10 feet) to an existing building located at 300 Pleasant Street with unknown foundation
information. This task includes providing field staff (one engineer) to observe a test pit to be
performed by a sub-contractor next to the existing building. The sub-contractor will obtain a
trench permit with the City and obtain a dig-safe ticket for the work. Coordination with the
property owner is also included in this task to obtain access to perform the test pit.
Task 2.2 – Data Review and Recommendation
Provide Geotechnical services to review the data resulting from the test pit for building
foundation and provide a recommendation summary of the type of support system for installing
the proposed large manhole (DMH-03).
Task 3 - Permitting
Task 3.1 – Permitting assistance to generate a list of required permits needed prior to
construction, and a list of permits the contractor will be required to obtain during or post
construction.
Task 3.2 – Based on the list of permits generated under task 3.1 and required prior to
construction, applications to obtain the permits needed to construct the project can be
developed and submitted to the appropriate permitting authorities. This task may include a sub-
consultant to support permitting processes.
Task 4 – 100% Design Plans, Specifications and Estimate
General
Prepare 100% design plans and an updated engineer’s opinion of probable construction costs.
The design will be based on the plans prepared under our 60% design task and subsequent
meetings and comments from the DPW. The documents shall include the following scope items:
1. Develop an appropriate Cover Sheet, General Notes Sheet and an Existing conditions
plan based on survey by Heritage Surveys.
2. Develop proposed conditions plans that include Site Preparation, Demolition, Erosion
Control and an updated drainage and utility plan.
3. Update the 60% profile and section views of the proposed stormwater piping.
4. Update the 60% detail sheets and develop one (1) additional detail sheet.
5. Coordinate with DPW and other team members.

6. Continue to coordinate with precast supplier to verify design parameters and pricing of
precast manhole structures.
7. Provide appropriate technical specifications. We assume the City will provide an
example of Division 0 section.
8. Update the 60% opinion of probable construction cost based on 100% design plans.

Provide the following deliverables for the 100% Design Phase.
x 100% Drawings as described above. Five (5) sets of drawings will be provided as well as an
electronic (PDF) deliverable.

Task 5 – Railroad Coordination
Task 5.1 - Coordinate with Pan Am to support the effort of ROW entry for surveying purposes.
During the 60% design phase, efforts were made to communicate with Pan Am and have a
flagger scheduled to allow survey of the tracks to be performed. These efforts resulted in a
process which included several attempts to contact and obtain responsiveness from the
personnel at Pan Am and also led to additional costs as mentioned under task 1 above for RR
insurance.
Task 5.2 – Perform coordination with MassDOT to discuss the design and construction of the
culvert relocation and provide design documents for the Railroad to review. We assume that
the contractor will submit a stamped design for work to take place within the zone of influence of
the railroad. This task includes up to two meetings with MassDOT.
Task 6 – Utility Coordination
Provide early utility coordination services with the Gas Company. These services will consist of
plan and documentation sharing, phone calls, and email exchanges to help expedite utility
relocation if needed, or at a minimum help understand the criteria of the utility company for
working in close proximity to their infrastructure. It is our current understanding that the gas
company could be abandoning one of two of their existing gas mains in Holyoke Street, which
could eliminate a conflict with the proposed drain culvert.
Task 7 - Meetings
Attend two (2) meetings in Northampton with representatives from the DPW and the Valley
Community Development Corporation.

Task 8 – Bidding
Provide the City with general assistance during the public bidding process. We assume that the
work will be procured and performed under a single bid advertisement and a single construction
contract.
x Obtain wage rates.
x Draft an advertisement to bid for City Review and place the notice in the Massachusetts
Central Register. Advertising cost is not included.
x Distribute construction documents to prospective bidders. We have included a budget
to provide up to fifteen (15) sets of plans and specifications for distribution.
x Attend one (1) pre-bid meeting.
x Answer questions during the bid period through a stated time period.
x Prepare and distribute up to two (2) addenda if required.
x Review the tabulated bids. Evaluate bids based on references and qualifications provided
by prospective Bidders.
x Prepare a recommendation to award.
x Review contractors insurance and bonds.
x Prepare the construction contract for City’s use in awarding the project.
Task 9 – Construction Administration Services and Resident Representation
Task 9.1 – Construction Administration Services
Participate at one (1) pre-construction meeting with the City’s DPW, the Contractor and other
parties as deemed appropriate by the City.
x Support construction progress by reviewing Shop Drawings, issuing necessary
interpretations and clarifications of the Contract Documents, and supporting the
preparation of necessary materials for change orders.
x The assumed construction contract time is 16-weeks with 12 weeks of field activity.
x Site visits to the site at intervals appropriate to the various stages of construction to
observe as an experienced and qualified design professional the progress and quality of
the executed work of the Contractor(s) and to determine in general if such work is
proceeding in accordance with the Contract Documents.
x Conduct a review to determine if the Project is substantially complete and in conformance
with the Contract Documents, and the intent of the design.
Task 9.2 – Resident Representative Services
x To supplement construction administration services, provide on-site, daily resident project
representation. The resident representative shall be an experienced and qualified to
observe the progress and quality of the executed work of Contractor(s) and to determine
in general if such work is proceeding in accordance with the Contract Documents. During
the resident representation services, endeavor to keep Client informed of the progress of
the work, endeavor to guard Client against defects and deficiencies in such work and may
recommend the Client disapprove or reject work failing to conform to the Contract
Documents, and determine to the best of the representative’s knowledge if the completed
work is in substantial completion with the Contract Documents. However, depending on
construction activities, resident representation may be performed on a part-time (less than
40 hour per week) basis. Resident representative scheduling will be coordinated with the
City and the Contractor.

x The following is a preliminary list of typical services that the resident representative
provides:
x Review progress schedule, schedule of Shop Drawings submissions, and
schedule of values.
x Attend pre-construction meeting, and weekly progress meetings.
x Serve as liaison with contractor to help him to understand contract
documents and assist in obtaining details of information from the city when
required at the job site for proper execution of the work.
x Review work, rejection of defective work, verify testing and equipment are
conducted in accordance to the Contract Documents.
x Maintain Records at the job site,
x Furnish Reports for the progress of the work, prepare preliminary change
orders or extra work orders, obtaining back-up material.
x Review Payment Requisitions
x Certificates, Maintenance and Operations Manuals.

The fee to provide the full scope of engineering services for the above scope of work is
estimated at $151,798 as detailed on the attached Engineering Fee Estimate in Attachment A.
All tasks are proposed as a lump sum amount.
Assumptions
This proposal has been prepared based on information made available by the City specific for
this project, as well as drawing upon Kleinfelder’s prior experience performing similar work and
our work to advance the project to 60% design. Even with the City’s information made
available, a limited number of assumptions have been made in order to develop this proposal.
These assumptions are stated below:
x The City will provide updated CAD files of the Valley Community Development
Corporation to Kleinfelder, as needed.
x The City will provide its support, as described in this proposal, to the project in a timely
manner in support of the overall schedule objective.
x Valley Community Development will pay for required police details.
x Traffic Management plans are not included.
x Engineering or estimating related to contaminated soils is not included.
x Preparation of grant applications (if any) to be done by others.
x The City will verify that by-pass locations are accessible and usable for the project.
x Structural Engineering Design is not included in the work and the precast concrete
structures and culvert will be design under the assumption of performance based
specifications.

x It is assumed that the design of the structures, the culvert, and support of excavation will
be stamped by a Massachusetts Professional Structural Engineer as part of
performance specification.
