Resolution - 43D State Hospital

Upon the recommendation of the Mayor and
the Economic Development, Housing & Land Use Committee of City Council
WHEREAS, the City of Northampton wishes to promote economic development on targeted sites in part by offering an efficient, coordinated, and timely local permitting process; and
WHEREAS, the Commonwealth of Massachusetts has enacted MGL Chapter 43D to develop incentives to expedite state and local permitting on sites specifically identified by a community as
Priority Development Sites C; and
WHEREAS, the City of Northampton wishes to benefit from the State assistance provided to communities with designated Priority Development Sites including but not limited to marketing,
grants, and priority consideration for State infrastructure and economic development funds; and
WHEREAS, the Sustainable Northampton Comprehensive Plan identifies redevelopment of the former Northampton State Hospital as a priority economic development project in the City and a
Master Plan for redevelopment of the site has been prepared and adopted by the Northampton State Hospital Citizen Advisory Committee; and
WHEREAS, the Northampton State Hospital is located in an area of existing development; includes underutilized buildings and facilities; is located close to transit services; is able
to accommodate at least 50,000sf of gross floor area in new or existing buildings; and is zoned for commercial, industrial and mixed uses, thereby meeting the 43D criteria for designation
as a Priority Development Site; and
WHEREAS, City departments and boards deem it possible to review and decide upon all local applicable permits under 43D within a 180 day time period.
NOW, THEREFORE, BE IT RESOLVED
That the Northampton City Council hereby designates as a Priority Development Site under Ch. 43D the entire Planned Village (PV) zoning district shown on the Northampton Assessors and
Zoning Maps.
