I am following up to the CPC’s two questions on our Rocky Hill Greenway-Pine Grove CPA small
grant application.
Please provide a detailed budget breakdown, especially the costs associated with
maintenance.

Boardwalk and other surface materials to cross wet areas and
block vegetation from growing on the trail

Maintenance costs will drop with this work. Currently, to maintain trails, we need a large number
of volunteers to clear vegetation and to repair damage from people walking in wet areas.
Boardwalks and other materials used will reduce the amount of work needed to repair adverse
impacts and prevent vegetation from growing in the trail. Because work is done by volunteers
with a staff coordinator, we don’t have a budget for exactly the number of hours of work pre and
post trail improvements
Please define “environmental justice populations” and explain how access will be
provided to the users identified, including these populations
The project serves two nearby environmental justice populations:
Ice Pond Drive, directly across the street from Rocky Hill Greenway, contains 8 affordable
housing units (approximately 25% of the affordable units). We have built a walking trail from
this section of the Rocky Hill Greenway all the way to the former Pine Grove Golf Course
Village Hill/Northampton State Hospital contains one of the largest concentration of affordable
units in the city (over 100). It is approximately 1 mile from the site, a long walk or short bicycle
ride, with continuous trails, and only three road crossings, from Village Hill to the former Pine
Grove Golf Course.
