The proposed development will be located on parcel 2, which is comprised of 38,132 square feet (0.87 acres) of undeveloped land. Parcel 1 consists of an existing single-family structure, a studio space, and a barn, with associated driveway and parking spaces. Parcel 1 will remain developed as is currently, with some minor site work added. The proposed project will consist of 6 new Townhouse units. The close proximity of Skinner View Townhouses to downtown Northampton will allow residents to walk or ride their bikes to downtown amenities within minutes. At the same time, the location of the property provides the residents the feeling of living in the country, at the outskirts of the city, by the dike with access path to the walkway along the dike. A narrow driveway of 15 feet is designed to give access to both the resident's vehicles, and pedestrians. The pedestrian's alignment is delineated within the driveway at the same surface elevation, using color and texture that will clearly mark the traffic pattern of both users. The driveway will only serve the residents of the Townhouses and the speed limit will be limited to 15 MPH. This design promotes traffic calming and with that, will improve the safety of motorist, pedestrians and cycling within the complex. Each unit will offer two bedrooms and will range in size from 1,000 to 1,500 square feet of living space. This type of development best meets the definition of a condo/townhouse development by the Institute of Transportation Engineers (ITE) classification. Trip generation rates for the proposed project were obtained from the Trip Generation Manual, 9th Edition, published by the Institute of Transportation Engineers (ITE). Table 1 provides the daily am peak hour, and pm peak hour trip generation calculations for the proposed project. As shown in the table, the maximum number of units per plan (6) would generate a total of 36 daily trips, 5 am peak hour trips, and 6 pm peak hour trips.
