Addendum to Notice of Intent

A. General Information
PROJECT DESCRIPTION:
The project site is located on the northerly side of Westhampton Road, approximately 2,800’
west of the intersection of West Farms Road and Westhampton Road (See Site Locus on
Existing Conditions Plan). The project being proposed consists of the construction of a
driveway to serve a future single family residence. The purpose of constructing only the
proposed driveway at this time is to facilitate the marketing of the parcel as a building lot. A
future purchaser of this parcel will be able to access the building site without the need for a
wetland filing for the driveway. The future dwelling can be constructed outside of the Buffer
Zone. Soil Evaluations for a future septic system have already been completed. Test pits are
shown on the site plans and the Soil Evaluation Report is included in the Appendix.
The driveway has been designed to snake between several wetland resource areas with no
wetland disturbance proposed. Due to the topography and the location of the wetland areas,
the only practical location for a dwelling on this parcel is approximately 800’ off of
Westhampton Road. The subject parcel contains approximately 17.4 acres in area and 355
LF of frontage on Westhampton Road.
The wetland areas have been delineated by two separate wetland scientists over a period of
years. The initial delineation was performed in June 2015 by Emily Stockman of Stockman
Associates. The delineation was reviewed and approved by the Northampton Conservation
Commission on April 28, 2016. Due to the time lag between said acceptance and this
submission, the delineation was updated by RLA Associates on April 16, 2019, then revised
after a peer review by Emily Stockman. Upon reviewing the delineation with the
Northampton Conservation Agent, Sarah Lavalley, several modifications to the wetland
boundary were made. The 50’ and 100’ Buffer Zones, shown on the site plans, are based on
the most recent delineation.
The proposed driveway shall contain a 12’ wide traveled surface, with 3’ wide compacted
gravel earthen shoulders for the initial 450 LF from Westhampton Road. The driveway
surface will be compacted trap rock gravel. With adequate compaction, the gravel should be
able to withstand a moderate amount of rainfall without significant erosion. The driveway
cross section shall contain a standard crown with surface runoff sheet flowing equally off of
both shoulders and onto upland areas. (see Typical Section: 0+00 to 4+50)
The next 100 LF shall change to a super elevated cross section, with the full width of the
driveway sloping to the westerly side of the driveway. This super elevation shall force
surface runoff into a 3’ wide rip rap swale running along the westerly edge of the roadway.
The rip rap swale shall exit the driveway and channel surface runoff off the driveway
corridor via a 4’ wide rip rap swale and 10’ x 20’ square rip rap settling basin. This settling

basin shall be constructed at the bottom of the 4’ wide rip rap swale and shall allow any
sediment to be captured in the settling basin before flowing out of the basin into the upland
area abutting the wetland. The flow shall not be discharged directly into the wetland, but
shall flow across a vegetated upland area before reaching the wetland boundary (Wetland
Flag Series W100 thru W130). (see Typical Section: 4+50 to 5+50)
The next 250 LF of driveway shall revert back to a standard crown cross section, but with 3’
wide rip rap swales on each side of the driveway traveled surface. The swale on the westerly
side of the driveway shall be a continuation of the swale along the previous section of
driveway and discharge into the same settling basin. The swale on the easterly side of the
driveway shall discharge into another 4’ wide rip rap swale and terminate in another settling
basin. This basin shall provide the same degree of runoff renovation as the other basin.
Flow coming out of this settling basin shall flow overland approximately 150 LF over
vegetated upland before reaching the wetland boundary (Wetland Flag Series W203R thru
W206R). (see Typical Section: 5+50 to End)
The beginning section of driveway shall be slightly raised above existing grade, therefore,
the potential exists to trap surface water on the easterly side of the driveway, as it tries to
flow westerly toward the wetland. There is currently an existing low area on the land of the
abutter, therefore, to ensure no additional ponding of surface water on their land, a 12” RCP
culvert shall be installed under the driveway at Station 1+00. The culvert ends will be
equipped with flared end sections and armored with rip rap at each end. The culvert will
provide a safety valve for potential ponding on the abutter’s land.
Site soils have been identified by the US Dept of Agriculture Natural Resources
Conservation Service soil survey report as predominantly sandy loams and fine sandy loams.
The runoff class for the upper areas of the lot is very low, which would indicate a low
potential for erosion during construction. The proposed erosion control barriers shall be
adequate to handle any erosion that may occur, however, vigilance shall be warranted in
regard to maintaining the integrity of the barriers until all disturbed slopes are fully
vegetated.
B. Buffer Zone & Resource Area Impacts
WETLAND RESOURCE AREAS:
The wetland resource areas consist of bordering vegetative wetlands and are delineated with
several series of wetland flags. No disturbance of the BVW areas has been proposed. The
Erosion Control Barrier shall consist of a row of jute/coir logs backed by a line of geotextile
silt fence (see detail on Sheet 3). The Erosion Control Barrier shall serve as a limit of work
line within the Buffer Zone. All efforts shall be made during construction to stay as far away
from the limit of work line as possible, while still being able to perform the needed site work.
BUFFER ZONE:
The proposed driveway and its associated grading shall fall within the 100’ Buffer Zone
beginning at Station 0+50 thru Station 4+00, where the driveway will then exit out of the
100’ Buffer Zone. A small section of slope grading along the easterly edge of the driveway

shall fall within the 100’ Buffer Zone just beyond where the driveway proper leaves the
Buffer zone. The total proposed amount of disturbance within the Buffer Zone shall be
approximately 11,782 SF. (see a cut from Site Plan showing Buffer Zone Impact)
In regard to the total amount of Buffer Zone area within the subject parcel, it was calculated,
based on an earlier wetland delineation approved by the Commission in April 2016, that the
entire 17 acre parcel contains approximately 257,700 SF of Buffer Zone area. The proposed
11,782 SF of disturbance equates to 4.5% of the total Buffer Zone area within the parcel.
C. Other Applicable Standards and Requirements
The most recent edition of the Estimated Habit Map of State-Listed Rare Wetland Wildlife,
published by the Natural Heritage and Endangered Species Program (NHESP), indicates that
there is no estimated habitat located in proximity to this parcel, therefore, no review by the
NHESP shall be required. The nearest mapped area of estimated habitat, identified as
PH1271, is located to the northwest, approximately 1.5 miles from the subject site
No portion of the project shall be located within an Area of Critical Concern (ACEC).
The project shall not be located in an area designated as an Outstanding Resource Water
(ORW).
The subject site is not subject to a Wetlands Restriction Order under MGL c.131, 40A.
B. Resource Area Impacts
The proposed work shall produce impacts to the Buffer Zone only. There shall be no
temporary or permanent impacts to the delineated bordering vegetated wetlands. There are
no perennial streams on this parcel, therefore, there are no Riverfront Areas which will be
impacted.
The proposed work is exempt from the state Stormwater Management Guidelines, due to its
intended use to serve a single family dwelling. The total disturbed area for this proposed
driveway shall be less than 1 acre (42,400 SF±), therefore, the Northampton Stormwater
Management Bylaw does not apply for this proposed work. However, future work to build a
house on this site, beyond the end of the proposed driveway, shall trigger the need to produce
a formal Stormwater Management Plan. The proposed site design is intended to minimize
erosion and stormwater runoff, while providing access to the future house site. Erosion
control barriers shall be installed, as shown on the site plan, for the protection of the
wetlands, and all disturbed slopes shall be stabilized as soon as possible upon completion of
the work. The disturbed slopes shall be loamed and seeded and a layer of straw mulch shall
be spread on the newly seeded areas to aid in the rapid germination of the seed.

B. Fees
Fee should be calculated using the following process & worksheet. Please see Instructions before
filling out worksheet.
Step 1/Type of Activity: Describe each type of activity that will occur in wetland resource area and buffer zone.
Step 2/Number of Activities: Identify the number of each type of activity.
Step 3/Individual Activity Fee: Identify each activity fee from the six project categories listed in the instructions.
Step 4/Subtotal Activity Fee: Multiply the number of activities (identified in Step 2) times the fee per category
(identified in Step 3) to reach a subtotal fee amount. Note: If any of these activities are in a R iverfront Area in
addition to another Resource Area or the Buffer Zone, the fee per activity should be multiplied by 1.5 and then
added to the subtotal amount.
Step 5/Total Project Fee: Determine the total project fee by adding the subtotal amounts from S tep 4.
Step 6/Fee Payments: To calculate the state share of the fee, divide the total fee in half and subtract $12.50. To
calculate the city/town share of the fee, divide the total fee in half and add $12.50.

The applicant has filed a Notice of Intent with the Northampton Conservation Commission
seeking permission to remove, fill, dredge or alter an Area Subject to protection Under the
Wetlands Protection Act (General Laws Chapter 131, Section 40) and the Northampton
Wetlands Protection Ordinance (Chapter 337). The work proposed is: To construct a
driveway into the parcel for a future single family dwelling.
