• Based on the. comments below and any conditions required by a Planning permit
approval, the applicant shall submit revised, signed and sealed, final construction plans to
the DPW for review and approval prior to the demolition or building permit application
or at least 30 days prior to the start of construction.

It is the determination of the City Solicitor that all proposed work within the public right
of way other than utility service connections and appurtenant work, is subject to public
procurement law and requirements. The Planning Board, in consultation with the City
Solicitor and the Chief Procurement Officer shall insert boiler plate language as a
condition into all permit approvals that propose, or are enjoined by Planning Board
conditions, to do such work. For this project, this would appear to include sidewalk and
the proposed sewer manhole.
Pomeroy Terrace was repaved in November 2015 and is subject to the requirements of a
5 -year moratorium on street cuts. The applicant will be required to mill and overlay and
reestablish pavement markings twenty feet beyond the pavement cut limits for the entire
width of the roadway. The 5 -year moratorium will be in effect until the 2020 construction
season. If the applicant intends to build before the end of the moratorium, the limits of
mill and overlay shall be shown on the plans.
Bridge Street was repaved in August 2014. There is new granite curb to close a curb cut
that will require a minor edge cut into the pavement. As long as proposed road cuts are
limited to this location and extents, mill and overlay as described for Pomeroy terrace is
not required.
Stormwater
• Prior to the start of construction or issuance of a Building Permit, the applicant must
complete a Stormwater Management Operation, Inspection, and Maintenance Agreement
that defines and ensures long term maintenance of the proposed stormwater system to the
satisfaction of the DPW.
Sheet C -3A —DEMOLITION &REMOVALS PLAN
The sewer service or services for the existing buildings are not shown here. These need to
be shown on the plan. Any abandoned sewer service(s) shall be capped in place with
brick and mortar.
• The applicant shall provide protected, alternate access for pedestrian
s during the
reconstruction of the sidewalk along the frontage and across the street.
• To the note "EXISTING CATCH BASIN TO BE REMOVED" please add "AND ALL
CONNECTING PIPES PLUGGED w/BRICK & MORTAR".
Sheet C -4A —LAYOUT &MATERIALS PLAN
• At western most corner of site, the note that states MOVE GRANITE CURB CIRCLE
should read "MOVE GRANITE CURB RETURN".
• The proposed crosswalk striping shall meet DPW standards and replicate the 16400t
long, 2 -foot wide striping and advance warning triangles that are proposed to be removed.
• Crosswalk and parking striping shall be white thermoplastic.
Sheet C -SA —GRADING, EROSION &SEDIMENTATION CONTROL PLAN
• The proposed inlet protection for catch basins located in the City's roadway should only
be in place as necessary and when this protection is in place it must be inspected and
maintained regularly to ensure no blockage of flow.
Sheet C -6A — DRAINAGE & UTILITIES PLAN
Y The common sewer for units 1-4, and #5 Pomeroy Terrace (which abut Bridge Road)
appears to be well designed. A Sewer Availability Permit must be obtained from the
Northampton DPW.
• The sewer to serve Units 5/6 must be limited to one 6" line. If the existing sanitary sewer

service to # 9 Pomeroy Terrace is determined to be 6" and viable, it may be used, and this
could limit the extents of pavement restoration required under the 5 yr moratorium. A 6"
sewer cleanout shall be provided at the property line in the landscaped area immediately
behind the sidewalk.
The water services for units 1-4, and 95 Pomeroy Terrace shall be limited to one
connection to the water main in Pomeroy Terrace and subsequently manifolded with 3
water shut -offs at the property line in the landscaped area immediately behind the
sidewalk. Please revise.
• The water service to Units 5/6 must be limited to one line. If the existing'/4" line is
inadequate to serve both units, then it should be abandoned per Northampton Water
Division requirements. If a new water service is required, then a water shut-off is
required at the property line and should be shown on the plan. Please revise.
Sheet C -7A LANDSCAPING PLAN —
Existing trees to be protected need to be identified and tree protection details in
accordance with ANSI 300 Part 5 need to be provided on the Detail Sheets,
Sheet D-1—Details
• D-1/3 ACCESSIBLE RAMP DETAIL —The flat area at the junction of 2 sidewalks
must be a minimum of 5' x 5'. Detectable Warning Area — The panels shall be the DPW
standard, Federal Yellow No. 33538.
• D4/6 VERTICAL GRANITE CURB — Sawcut required for cement concrete anchor.
The top of the cement concrete anchor should be shown to allow a 4" permanent HMA
patch. Please correct.

D=1/11 BITUMINOUS CONCRETE PAVING DETAIL —In the case of Permanent
Trench Patch in Pomeroy Terrace, 2-1/2" binder and 1-1/2" top course is required. Please
provide note for work in Public Way.
Sheet D-2 —Details
• D-2/1 TYPICAL BUIDING SEWER CONNECTION DETAIL —Building sewer
from #9 Pomeroy Terrace to be 6" diameter within the layout of Pomeroy Terrace.
Revise NOTES.
• D-2/2 TYPICAL SANITARY CLEANOUT —The Cleanout an
d services from
UnitsS/6 to Pomeroy Terrace must be 6" diameter. Please revise.
• D-2/3 STANDARD SANITARY SEWER MANHOLE DETAIL — The invert and
shelf of the Proposed Sanitary Sewer Manhole in Pomeroy Terrace, which receives the
common Sanitary Sewer serving Units l; 2, 3, 4, and #5 Pomeroy Terrace shall be built of
Brick and Mortar, and must be approved by the DPW engineer. All castings within the
City right of way shall meet DPW standards. Please note that LeBaron Foundry, which is
called out in the Drain Manhole Detail, no longer exists. Please revise.
• D-2/6 PIPE TRENCH DETAIL (STANDARD) — All PVC sewer pipe built within the
layout of Pomeroy Terrace must be surrounded by a 6" envelope of 1/4" stone. Please
revise.
Sheet D-4 —Details
D-4/5 PERMEABLE PAVER DETAIL —The permeable pavers design should be
revised by the engineer to use more common standards and specifications, such as relative
compaction and sieve gradation sizes.
