6.General Project Description:
The Clement Street bridge passes over the Mill River, which drains to the Connecticut River. This
single-lane bridge is approximately 92' long and 23' wide. The entire structure of this truss bridge is
about 17.5 feet above the river. The proposed work seeks to repair or replace several sections of
truss support structures located directly below the deck of the bridge.

2.0 Addendum to Notice of Intent
2.1 Introduction
This Notice of Intent is submitted to the Northampton Conservation Commission (NCC) pursuant to the
Massachusetts Wetlands Protection Act (WPA) Regulations and the City of Northampton Wetlands
Ordinance for work within the Riverfront Area and above areas of Bank, Bordering Land Subject to
Flooding (BLSF), and Land Under Water. The City of Northampton Department of Public Works (DPW)
proposes to rehabilitate portions of the Clement Street Bridge, which traverses the Mill River. The
project location is shown on a USGS Site Locus which is found in Section 3 of this NOI.
The Clement Street bridge rehabilitation project will involve replacement and repair of several lower
chord members below the deck of this truss bridge. This work will involve the installation of a
temporary support structure while the repair work is taking place. Most of the work will take place
within the bridge structure itself; however, a portion of the work involves repairs that include
detaching and replacing select structural components of the bridge. All other work will be conducted
on the road surface or on the bridge structure itself-- well above the river and the resource areas.
As this structure is located above the Mill River, this NOI is submitted for work proposed within the
200’ Riverfront Area, and above resource areas that include Bank, Bordering Land Subject to Flooding
and Land Under Water. This project does not involve work within the river, or on the ground in these
resource areas. The entire span of the bridge is located within Priority Habitat for Rare Species as well
as Estimated Habitat for Rare Species. A copy of this NOI has been sent to the Natural Heritage and
Endangered Species Program for a review of potential project impacts on rare species habitat.
Existing Conditions
This project is located within the road right-of-way of Clement Street. The bridge, a single-lane truss
structure built in the 1890’s, is supported by abutments on both the east and west side of the river.
The bridge deck is located approximately 17’ above the river elevation. Banks on both sides of the river
are moderately sloped.

Due to steep slopes within the road right-of-way, ground access was difficult. For this reason, resource
areas were delineated from visual observations made from the deck of the bridge.
Land Under Water
The project site is located above the Mill River, which is approximately 50’ wide in this location. The
boundary of Land Under Water was delineated through visual observations made from the bridge
deck, and measurements were taken at an elevation of approximately 18’ above the level of the river.
Bank
The project site is located above areas of Bank which occur on both sides of the river. The Bank area
was determined though visual observations made at about 15’ above the ground.
Bordering Land Subject to Flooding
Bordering Land Subject to Flooding extends from the Bank on the eastern side of the river to a distance
of approximately 90’. The eastern bridge abutment is located within Bordering Land Subject to
Flooding, according to the Flood Insurance Rate Maps. A narrow strip of Bordering Land Subject to
Flooding exists on the western side of the river, adjacent to the Bank area.
Riverfront Area
At the project location, the river is approximately 50’ wide, with a steeper bank on the western side of
the river and more gradual bank on the eastern side of the river. Riverfront Area extends 200’ from
both sides of the river. The proposed work will be conducted above this resource area, but no
alterations to the resource area are proposed.
2.3 Project Description
The Clement Street Bridge, a truss bridge originally built in the 1890’s, is in need of repairs in order to
continue to function at current levels of use. Specifically, this project proposes to repair and replace
several lower chord members, which are located below the deck of the bridge and which run the
length of the bridge. These steel pieces will be replaced one at a time. Prior to beginning this work, a
temporary support structure will be installed. Vehicle traffic will be prohibited during construction. The
repair and replacement work will involve grinding and surface preparation of metal surfaces to allow
for replacement parts to be welded to existing structures. Replacement parts will be painted off-site
before they are brought to the project site. Most of the proposed work will be completed within the
bridge structure itself and measures to capture particulate matter created during the grinding and
welding processes will be captured and prevented from entering resource areas through use of filter
socks.
Most of the work will take place between 10 and 18 feet above jurisdictional resource areas. Complete
Project Plans can be found in Section 7 of this NOI.

2.5 Project Impacts
Most of the work proposed will occur above resource areas including Land Under Water, Bank,
Bordering Land Subject to Flooding and Riverfront Area associated with the Mill River. No permanent
impacts to these areas will exist once work on the bridge is complete. Therefore, the project will have
the following temporary impacts to these resource areas:

2.5.1 Land Under Water
Construction work proposed for the middle section of the bridge will take place approximately 18’ over
Land Under Water. While no work is proposed that would directly affect this resource, it is possible
that, in the course of replacing structural elements of the bridge, a worker may accidentally drop a
piece of hardware (e.g., bolt, washer, pin) which would fall into the river below. Likewise, in
preparation for welding or reconnecting portions of the support structure, particulate matter may fall
from the bridge into the river.
The following describes how the proposed work above Land Under Water meets the performance
standards in 310 CMR 10.56:
10.56 (4)(a) The proposed work shall not impair the carrying capacity of the channel, ground or
surface water quality, wildlife habitat value or functions
The proposed work will take place approximately 18’ above the resource area, and no permanent
alterations to the resource area are planned.
10.56 (4)(b) Best practical measures should be used when improving boat channels
This standard is not applicable to this project.
10.56 (4)(c) No project will be permitted which will have any adverse effects on habitat of rare
species
NHESP is currently conducting a Project Review of the proposed work. DPW understands that the
proposed work may need to be revised to eliminate any effects on rare species habitat.
2.5.2 Bank
There is a small area of Bank within the extent of work. Similar to Land Under Water, the proposed
work will take place about 15-18’ above the resource area. Since no work is proposed on the ground,
the potential impacts are limited to debris falling from the work area on the bridge to the ground
below. Dropped tools, hardware, or particulate matter that results from the repair work is the only
potential temporary alteration expected to this resource area. Mitigation of this potential impact is
discussed in Section 2.9.
The following describes how the proposed work above Bank meets the performance standards in 310
CMR 10.54:
10.54 (4)(a) Work shall not impair the stability, water capacity of the channel, ground water or
surface water the capacity to provide habitat
Proposed work will take place above the Bank area and does not propose any alterations to the Bank
itself.
10.54 (4)(b) Flood control structures are permitted on Banks provided their size is not increased, they
are designed using best practical measures to minimize adverse effects, and no reasonable alternative
exists to renovate the facility
The size of the abutments will not be increased, measures to mitigate the impact of construction work
are planned, and the proposed bridge repairs must be completed on the bridge structure itself,
precluding an alternative project location.
10.54 (4)(c) No adverse impacts on rare species
The Massachusetts NHESP is reviewing the potential effect this project will have on rare species.
Northampton DPW understands that any impacts identified may require a change in the proposed
work to address the impacts.
2.5.3 Bordering Land Subject to Flooding (BLSF)
No permanent alteration to this resource area is proposed. Work on the bridge structure will occur
about 10-15’ above the resource area, and the only anticipated alteration of land within this area may
result from a small amount of particulate matter falling from the bridge structure during construction.
Mitigation of this potential impact is discussed in Section 2.9.
The following describes how the proposed work above BLSF meets the performance standards in 310
CMR 10.57:
10.57 (4)(a)(1) Compensatory storage shall be provided for all flood storage volume that will be lost as
the result of a proposed project
No loss in flood storage volume is expected from the proposed work.
10.57 (4)(a)(2) Work within BLSF…shall not restrict flows so as to cause an increase in flood stage or
velocity
Proposed work within BLSF should not affect flow velocity or cause an increase in flood stage.
Proposed work will take place over 10’ above the existing level of the river and no alteration within the
floodplain is proposed.
10.57 (4)(a)(3) Work in those portions of BLSF found to be significant to the protection of wildlife
habitat shall not impair its capacity to provide important wildlife habitat functions.
Rare species habitat affected by this project will be determined by NHESP. The Northampton DPW
understands that any potential effects identified by NHESP must be addressed prior to the start of the
project.
2.5.4 Riverfront Area
Work on both ends of the bridge will involve work above the Riverfront Area of the Mill River. As with
other resource area impacts, no permanent alteration is expected. The potential for small debris or
particulate matter to fall from the bridge exists, though this will be mitigated through measures
described in Section 2.9.
The following describes how the proposed work within the Riverfront Area meets to performance
standards listed in 310 CMR 10.58 (4):
10.58 (4)(a) The work shall meet the performance standards of other resource areas within the
riverfront area
No portion of Bank, Land Under Water or Bordering Land Subject to Flooding is proposed to be
permanently altered, destroyed, damaged or impaired as a result of this project. Where temporary
impacts are anticipated, these will be mitigated for in place during construction.
10.58 (4)(b) No project may be permitted within the Riverfront Area which will have any adverse
effect on specified habitat sites of rare wetland or upland, vertebrate or invertebrate species
The impact of this project on rare species will be determined by NHESP. Any effects identified during
this process will be addressed, and the plans will be revised to eliminate effects on rare species.
10.58 (4)(c) There must be no practicable and substantially equivalent economic alternative to the
proposed project with less adverse effects on the interest identified in MGL c.131 s. 40.
The proposed work must be completed at the site of the bridge, and negative impacts to resource
areas have been minimized. Mitigation measures to capture any dust, filings or particulate matter from
the proposed work are address in Section 2.9.
Alternative Analysis
It is not possible to locate this project elsewhere as the proposed repairs are to be made to the bridge
structure itself. A “do-nothing” alternative is not viable as it would require a reduction in the load limits
and eventual closure of the bridge altogether. Since only a small amount of the proposed work will
involve contact with the ground, adverse resource area impacts will be minimal. Mitigation measures
to capture any dust, filings or particulate matter from the proposed work are addressed in Section 2.9.
10.58 (4)(d) No significant adverse impacts on rare species
Rare species habitat affected by this project will be determined by NHESP. The Northampton DPW
understands that any potential effects identified by NHESP must be addressed prior to the start of the
project.
2.6 Rare Species
According to recently published data from the NHESP, the entire project site is located within both
Priority and Estimated Habitat for Rare Species (see attached map). A copy of this NOI was submitted
to the Natural Heritage and Endangered Species Program for a review of potential project impacts to
rare species habitat.
2.7 Water Quality
The project area is situated above the Mill River, which is not classified as an Outstanding Water
Resource or as a Class A waterbody.
2.8 Area of Critical Environmental Concern (ACEC)
The proposed project is not located within an ACEC, according to the ACEC Program map located on
the Department of Conservation and Recreation website.
2.9 Mitigation Measures
2.9.1 Erosion and Sediment Control
Currently, the sidewalk and paved deck of the bridge shed runoff to the Mill River. During the course
of the project, activities such as grinding metal surfaces to remove dust and paint, welding and
repainting may create particulate matter which could wash into the river. To prevent this from
occurring, the contractor will prepare a Stormwater Pollution Prevention Plan that identifies the
following:
o A method to collect and dispose of construction debris off-site
o A method to filter the runoff from the bridge to remove particulates
o A method to collect potential contaminants generated from work below the bridge and
near the edge of the bridge deck.
Preventative measures such as sweeping and vacuuming the deck surface will occur as needed. In
addition, bridge runoff will be filtered using compost filter socks or similar devices to remove
particulate matter. These measures will be installed prior to the start of construction work and will be
removed after all areas are stabilized.
No ground disturbance is proposed, and so erosion controls are not included in the plan.

Stormwater Report
The proposed repairs to the Clement Street Bridge aim to rehabilitate an existing structure and will not increase
the impervious area of this structure. As such, this redevelopment project is required to meet Stormwater
Management Standards 1 through 6, as described below.
Standard 1: No new stormwater conveyances may discharge untreated stormwater…to wetlands or waters of
the Commonwealth
No new stormwater conveyances are created. No changes (temporary or permanent) to surface vegetation,
slope, and soils are proposed. No new discharges of untreated stormwater are anticipated from the proposed
work. Project complies with this standard.
Standard 2: Post-development peak discharge rates do not exceed pre-development discharge rates
No new impervious surfaces will be created as a result of this project. Therefore, we expect that post-
development discharge rates will be the same as pre-development rates. The project complies with this
standard.
Standard 3: Loss of annual recharge to groundwater shall be eliminated or minimized through the use of
infiltration measures
The proposed project does not propose any changes to the ground surface, and thus groundwater recharge
rates post-development are expected to be the same as existing recharge rates. The project complies with this
standard.
Standard 4: Stormwater management systems are designed to remove 80% of the average annual post-
construction load of TSS
The proposed project is not expected to increase the load of TSS from the site. Addition of a stormwater
management system to the existing bridge design is not practicable. The project complies with this standard.
Standard 5: Land uses with higher potential pollutant loads should eliminate or reduce discharge of stormwater
runoff to the maximum extent possible
This project does not involve a land use with higher potential pollutant loads. This standard does not apply.
Standard 6: Stormwater discharges within Zone II or Interim Wellhead Protection Area of a public water
supply…or other critical area require the use of the specific source control and pollution prevention measures
The proposed project is not located within a public water supply or within Outstanding Resource Waters.
Therefore, this standard is not applicable.
Standard 7: Redevelopment Projects are required to meet standards 1 – 6 (above) only to maximum extent
practicable.
The proposed project qualifies as redevelopment. Essentially, the proposed work is bridge maintenance and
does not create any changes to long term stormwater runoff quantity or quality.
Standard 8: A plan to control construction-related impacts including erosion, sedimentation and other pollutant sources
during construction and land disturbance activities (construction period erosion, sedimentation, and pollution prevention
plan) shall be developed and implemented.
Section 2.9 requires the Contractor to provide a construction period pollution control/prevention plan. The Contractor will
also be required to provide an erosion and sediment control plan, if any disturbance to site soils or vegetation is required to
provide access to the work sites (below the bridge).
Standard 9: A long-term operation and maintenance plan shall be developed and implemented to ensure that
stormwater management systems function as designed.
A site specific long term stormwater O & M Plan is not required for this site, since there are no proposed
changes to site impervious area, soils and vegetation. There will be no new stormwater conveyance structures.
Standard roadway operation and maintenance procedures will be implemented; e.g. street sweeping.
Standard 10: All illicit discharges to the stormwater management system are prohibited.
The Contractor working on the bridge repairs will be required to sign an illicit Discharge Compliance Statement
to ensure that the Contractor prevents discharge of pollutants to the river during construction activities. A copy
of a typical compliance statement is attached.
