Just following up about zero lot line development; the development does need to be proposed while both parcels are
under the same ownership.A zoning permit application at the time of the ANR works as a proposal.
"The zero lot line side of a house must....Abut the lot line of a lot which is under the control of the same property
owner at the time the zero lot line development is proposed"
