Smith College Turf Field CoC request DEP No246-639.pdfAn Equal Opportunity Employer M/F/V/H May 8, 2019 GZA Project No. 15.0407120.90 Northampton Conservation Commission City Hall 210 Main Street Northampton, MA 01060 Re: DEP File No. 246-639 - Request for Certificate of Compliance Smith College Synthetic Turf Athletic Field and Site Improvements Project Dear Commission Members: On behalf of Smith College Facilities Management, GZA is submitting a Request for a Certificate of Compliance (WPA Form 8A, attached) for the Smith College Synthetic Turf Athletic Field and Site Im- provements Project Order of Conditions (DEP File No. 246-639). This Order of Conditions (i.e., the Order) permitted the construction of a new synthetic turf athletic field, parking area, and tennis court, and included the requirement for mitigation by removal of invasive species in Mill River riparian areas. A Partial Certificate of Compliance was issued to Smith College Campus Facilities Management on January 13, 2011, for the work permitted by the Order of Conditions, except for: (1) Condition 38, which required that restoration and mitigation be proven successful for at least five growing seasons, and (2) the parking area shown on the NOI plans had not yet been constructed as of January 13, 2011. Condition 38 In GZA’s opinion, Smith College has satisfied Special Condition 38 listed in “Attachment A” of the Or- der. Condition 38 includes the following: “Restoration and mitigation shall be proven successful for at least five growing seasons. A request for Certificate of Compliance shall be accompanied by a comparison of invasive species occurrence on the site with baseline invasive species occurrence during the growing season preceding mitiga- tion. Invasive species occurrence shall be seventy-five percent reduced following mitigation”. GZA reviewed the “Mill River Invasive Species Mitigation Project: End of Year Report – 2018”, pre- pared by Smith College (9/4/18), which presents density of invasive species within the original Invasive Species Control Areas A, B, C, and D identified on the Mitigation Plan for the College Synthetic Turf Athletic Field and Site Improvements Project (Gale Associates, Inc., 03/29/10). GZA used GIS to calcu- late the total percentage of Invasive Species Control Areas which are now free of invasives based on the 2018 invasive species density areas presented in the Smith College report. Combined, Invasive Species Control Areas A, B, C, and D are 87% free of invasives (see attached Figure 1). Parking Area A portion of the parking area shown on the NOI plans was reconstructed in 2014. The parking area which was reconstructed in 2014 included approximately 12,200 SF of paved area, and a catch basin which was connected to the 12-inch storm drain which was installed during the Turf Field Project in 2010 (see attached Parking Lot Plan, Tennis Court Improvements, Sheet Number SK3.1, The Berkshire Design Group, Inc., July 16, 2014).
