President cc: BWSC, MassDEP Merridith O'Leary, Director of Public Health, Northampton Board of Health Attachment: PSC Conclusions httoslleeaonline eea.statema us!Dortal#1_/searchlwastesitelresults'?R7N_t-_0000 Mr. Robert Kalish b May 7, 2019p6e.m Page 28 of 31 15.0 PUBLIC INVOLVEMENT ECR has provided letters to the Mayor of Northampton, the Board of Health, and the owner of 480- 492 Pleasant Street (see Appendix G) to notify them of the existence and availability of this PSC. 16.0 CONCLUSIONS The findings and conclusions of this Permanent Solution with Conditions (PSC) Statement are briefly summarized as follows: • The Site, located at 459 Pleasant Street in Northampton (the Property), is currently occupied by a used car dealership (Pleasant Journey Used Cars) and owned by Mr. Robert Kalish. The Site is identified by the Massachusetts Department of Environmental Protection (MassDEP) under Release Tracking Number (RTN) 1-705. The Site has been impacted by petroleum releases originating from the former use of the Property as a gasoline service station between 1932 and 1984. • The 459 Pleasant Street Property includes two buildings that have existed since approximately 1932: a one-story garage used for automobile maintenance, and a one-story building utilized as office space by Pleasant Journey Used Cars. The garage building was substantially rebuilt in approximately 1980. • The Site is located in a commercial area of Northampton. Drinking water is provided by the City of Northampton's municipal water supply system. Private wells were not identified in the vicinity of the Site. The Site is not located in protected water supply area (e.g., Zone II). • The 1.25 acre Site includes portions of two properties located across Pleasant Street. These properties are at 480 and 492 Pleasant Street and are owned by ES 480 Pleasant St LLC do Suher Properties. Pro Lube Auto Center operates at 480 Pleasant Street, and a car wash and office exist at 492 Pleasant Street. • Prior to 1955, Pleasant Street did not exist, and the properties at 459 Pleasant Street (the Property) and 480 Pleasant Street were contiguous and under the common ownership of the former gasoline station owner. The gasoline service station dispensed product from a dispenser located on the Conz Street side of the station. Gasoline appears to have been supplied from storage tanks located on what is now 480 Pleasant Street. These tanks were removed in 1984. Data obtained and reviewed by ECR did not indicate the existence of a significant release from these tanks. • After the construction of Pleasant Street in 1955, it appears that additional dispensers were installed on the eastern portion of the Property to served traffic on Pleasant Street. It appears that the new dispensers were served by tanks installed on the Property. • Soils on the Property generally consist of silt, fine sand, and some coarse gravel with medium coarse sand and traces of fine gravel present at greater depths. Bedrock outcrops were not observed on or in the vicinity of the Site, and bedrock was not encountered during subsurface explorations. Mr. Robert Kalish 6 May 7, 2019 Page 29 of 31 • Groundwater depths on the Property generally ranged between 7.5 and 10 feet below grade, with occasional deeper readings. Observed depths on the properties across Pleasant Street were typically between 8 and 10 feet below grade. Groundwater flow direction has consistently been measured to the east, i.e., from the Property toward the properties at 480 and 492 Pleasant Street. • Gasoline impacts were first detected in 1988 at the 492 Pleasant Street property (i.e., across Pleasant Street from the former service station at 459 Pleasant Street). Subsequent investigations led to the discovery of greater gasoline concentrations at the 459 Pleasant Street Property. LNAPL was later reported in monitoring wells at 459 Pleasant Street and the western portions of the 480 Pleasant Street property. • The primary source of gasoline in soil and groundwater at the Site is identified as the former UST system at the Property. Results of investigations conducted by ECR and previous consultants concluded that the former pump island area on the eastern side of the Property was the area of greatest impact. • Remedial actions at the Site have included removal of soil in the vicinity of former tanks at 480/492 Pleasant Street, manual bailing of gasoline from monitoring wells between 1992 and approximately 2000, and the operation of groundwater and vapor extraction systems between approximately 2003 and 2010 that reportedly recovered over 700 gallons of gasoline. These actions coupled with the effects of natural attenuation processes have produced significant decreases in gasoline component concentrations over time. LNAPL has not been detected in Site monitoring wells since March 2004, and all but two wells have achieved results below Method 1 standards for gasoline constituents. However, gasoline compounds remain in soil and groundwater, particularly in the vicinity of the primary source areas. • Pursuant to MassDEP's 2015 audit of response actions at the Site, ECR conducted additional work including the evaluation of the potential occurrence of recent gasoline releases. The results of a soil vapor survey, analysis of soil and groundwater samples, and evaluation of Site historical information did not indicate the existence of recent releases of gasoline. • A combined Method 1/Method2/Method 3 Risk Characterization concluded that a Condition of No Significant Risk to human health has been achieved at the Site. Imminent Hazards and significant risks to safety, public welfare, and the environment were not identified. These conclusions are contingent on adherence to an Activity and Use Limitation (AUL) that restricts future use of the Property as a residence, school, nursery, park, playground, daycare center, or other use where children may become significantly exposed to Site soils. The AUL also imposes requirements for future activities that could involve exposure to contaminated media, and contains obligations and conditions that are necessary to maintain a condition of No Significant Risk. The AUL applies only to the 459 Pleasant Street Property. • A site-specific evaluation concluded that it is infeasible to conduct additional remediation to achieve or approach background levels for residual constituents of concern.
