Doug,
5/8 type x gypsum board on both sides of the walls works in the the front stairs and hall. A layer of 5/8 type x works on
the ceiling. Mineral wool insulation increases the fire resistance rating. You also need to use 5/8 type x gypsum board for
unit separation walls and ceilings.
You'll need to make sure that you have fire blocking wherever necessary.
Air sealing is very important and can be difficult if you use fiberglass insulation.
You don't need to add window headers everywhere, but you do need to put them where needed, based on roof and ceiling
loads. Perhaps the engineer could inspect and mark the headers that need to be added.
We'll need drawings for the fire alarm system that show local smoke and CO detectors in each unit and a separate
system connecting smoke detectors in the common areas to heat detectors in each unit. The common area smoke and
heat detectors are required because the building doesn't have a sprinkler system.
