PURPOSE: The purpose of this report is to review the existing building with respect to the proposed addition
onto the existing building.
EXISTING BUILDING: The existing building contains 17,388 sf on the ground level and 3,654 sf on the upper
level. The building has been added onto since the first part of the building was built. The Northampton, MA Asses-
sor’s Commercial Property Record Card list the facility as two separate addresses.

506.3 Automatic sprinkler system increase. Where a building is equipped throughout with an approved auto-
matic sprinkler system in accordance with Section 903.3.1.1, the building area limitation in Table 503 is permitted
to be increased by an additional 200 percent (Is = 2) for buildings with more than one story above grade plane and
an additional 300 percent (Is = 3) for buildings with no more than one story above grade plane. These increases
are permitted in addition to the height and story increases in accordance with Section 504.2.
506.3 allow the maximum sf to increase to 46,000sf.
The owner has indicated that there will be no immediate increase in employees due to the addition to the building.

The following excerpts of the Code are followed by the architect’s COMMENTARY/ANALYSIS.
CHAPTER 1
SCOPE AND ADMINISTRATION
101.4 Applicability. This code shall apply to the repair, alteration,
change of occupancy, addition and relocation of all
existing buildings, regardless of occupancy, subject to the criteria
of Sections 101.4.1 and 101.4.2.
101.4.1 Buildings not previously occupied. A building or
portion of a building that has not been previously occupied
or used for its intended purpose in accordance with the laws
in existence at the time of its completion shall comply with
the provisions of the International Building Code or International
Residential Code, as applicable, for new construction
or with any current permit for such occupancy.
101.4.2 Buildings previously occupied. The legal occupancy
of any building existing on the date of adoption of this
code shall be permitted to continue without change, except
as is specifically covered in this code, the International Fire
Code, or the International Property Maintenance Code, or
as is deemed necessary by the code official for the general
safety and welfare of the occupants and the public.
COMMENTARY: The building has been continuously occupied. This Project involves upgrades (alter-
ations) and an addition to the existing building.
101.5 Compliance methods.

101.5.0 Compliance Alternatives. Except for structural work, where compliance with
the provisions of the code for new construction, required by this code, is impractical
because of construction difficulties or regulatory conflicts, compliance alternatives may
be accepted by the building official. Examples of compliance alternatives and archaic
construction systems can be found at the FAQ link at www.mass.gov/dps. The building
official may accept these compliance alternatives, archaic construction systems, or others
proposed. If the compliance alternative involves fire protection systems the building
official shall consult with the fire official.
COMMENTARY: Compliance Alternatives will be evaluated within the context of the final proposal and
the building permit application for the Project.
101.5.0.1 Submittals. The application for a building permit shall be in accordance
with subsection 107.2.1 of the International Building Code 2009 with Massachusetts
Amendments (780 CMR 107.2.1) and identify all items of non- or partial compliance
with the requirements of this code, and compliance alternatives, if any are proposed,
for approval by the building official. The building official shall respond to the
acceptability of any proposed compliance alternatives within 30 days of the filing of
the building permit application. Where proposed compliance alternatives are, in the
opinion of the building official, unacceptable, or where issues of non-compliance
remain, the permit applicant shall have the remedies prescribed by section 113 of the
International Building Code 2009 with the Massachusetts Amendments (780 CMR
113).
COMMENTARY: We will comply with this section of the Code.
101.5.1 Prescriptive compliance method. Repairs, alterations,
additions and changes of occupancy complying with
Chapter 3 of this code in buildings complying with the
International Fire Code shall be considered in compliance
with the provisions of this code.
COMMENTARY: We have selected to use the prescriptive compliance method.
MASS. AMEND:
101.5.4.0 Investigation and Evaluation. For any proposed work regulated by this code
and subject to subsection 107.6 of the International Building Code 2009 with
Massachusetts Amendments (780 CMR 107.6) as a condition of the issuance of a
building permit the building owner shall cause the existing building (or portion thereof)
to be investigated and evaluated in accordance with the provisions of this code. This may
include, but not be limited to: evaluation of design gravity loads, lateral load capacity,
egress capacity, fire protection systems, fire resistive construction, interior environment,
hazardous materials, and energy conservation.
The investigation and evaluation shall be in sufficient detail to ascertain the effects
of the proposed work on the work area under consideration and, the entire building or
structure and its foundation if impacted by the proposed work.
The results of the investigation and evaluation, along with any proposed compliance
alternatives, shall be submitted to the building official in written report form.

COMMENTARY: This documentation provides for the investigation and evaluation in accordance with the Codes.
Drawings are a part of this evaluation and investigation.
102.2 Other Laws and Specialty Codes. The provisions of this code shall not be deemed
to nullify any provisions of local, state, or federal law, or the regulations pursuant to specialty
codes listed in section 101.4 of the International Building Code 2009 with Massachusetts
Amendments (780 CMR 101.4).
102.2.1 Fire Protection Systems. Notwithstanding other provisions of this code, the
requirements of this section are applicable in existing buildings. In case of conflict, between
regulations of 780 CMR, the more restrictive requirement applies.
102.2.1.1 Major Alterations. When existing buildings or portions thereof undergo additions
or alterations, M.G.L. c. 148, § 26G may apply with respect to automatic sprinkler
requirements. The requirements of this statute are enforced by the fire official. Applicability
of these requirements can be found at the Department of Fire Services web site
www.mass.gov/dfs.
COMMENTARY: The revised Massachusetts Comprehensive Fire Safety Code (527 CMR 1.00), took effect on
January 1, 2015. The revised code adopts, in large part, the National Fire Prevention Association’s (NFPA) Model
Fire Code (NFPA 1- 2012 Edition), with Massachusetts amendments.
COMMENTARY: M.G.L. c. 148, s. 26G – requires sprinklers in certain non-residential buildings that, in the aggre-
gate, consist of over 7,500 s.f. in floor area. Sprinklers are required for new construction, major alterations or any
additions. Changes to this law took effect on January 1, 2010.
Section 26G. Every building or structure, including any additions or major alterations thereto, which totals, in the
aggregate, more than 7,500 gross square feet in floor area shall be protected throughout with an adequate sys-
tem of automatic sprinklers in accordance with the provisions of the state building code. No such sprinkler system
shall be required unless sufficient water and water pressure exists. For purposes of this section, the gross square
footage of a building or structure shall include the sum total of the combined floor areas for all floor levels, base-
ments, sub-basements and additions, in the aggregate, measured from the outside walls, irrespective of the exis-
tence of interior fire resistive walls, floors and ceilings.
102.2.1.3 Change in Commodity or Storage Arrangement. Existing buildings, or portions
thereof, in which there is a change in occupancy classification, commodity classification, or
storage arrangement, as defined by NFPA 13, requires an evaluation of the existing sprinkler
system for compliance with NFPA 13 and NFPA 25.
COMMENTARY: The existing building with the proposed addition does NOT change the occupancy classification,
commodity classification, or storage arrangement.
102.2.2 Existing Hazardous Conditions. This section shall apply to all existing buildings.
102.2.2.1 Existing Non Conforming Means of Egress. The following conditions shall
be corrected in all existing buildings:
1. Less than the number of means of egress serving every space and/or story,
required by Chapter 10 of the International Building Code 2009 with Massachusetts
Amendments (780 CMR 10.00);
2. Any required means of egress component which is not of sufficient width to
provide adequate exit capacity in accordance with section 1005.1 of the International
Building Code 2009 with Massachusetts Amendments (780 CMR 1005.1);
3. Any means of egress which is not so arranged as to provide safe and adequate

means of egress, including exit signage and emergency lighting in accordance with
Chapter 10 of the International Building Code 2009 with Massachusetts
Amendments (780 CMR 10.00); or
4. NA
COMMENTARY: The existing building (ground floor) complies with the required means of egress. The upper floor
does not have any legal means of egress. See other areas of this report.
102.2.2.2 Exit Order for Hazardous Means of Egress. In any existing building or
structure not provided with exit facilities as herein prescribed and in which the exits
are deemed hazardous or dangerous to life and limb, the building official shall
declare such building dangerous and unsafe in accordance with the provisions of
section 116 of the International Building Code 2009 with Massachusetts
Amendments (780 CMR 116). Any person served with any such order shall have the
remedy prescribed in section 116 of the International Building Code 2009 with
Massachusetts Amendments (780 CMR 116).
COMMENTARY: The upper floor does not have any legal means of egress.
102.2.2.3 Fire Escapes. Fire escapes shall be permitted in accordance with section
IEBC 305.
COMMENTARY: There are no fire escapes on this building.
102.2.2.5 Unsafe Lighting and/or Ventilation. In any existing building, or portion
thereof, in which (a) the lighting or ventilation do not meet the applicable provisions
in Chapter 12 of the International Building Code 2009 with Massachusetts
Amendments (780 CMR 12.00), and (b) which, in the opinion of the building official,
are dangerous, or hazardous, to the health and safety of the occupants, the building
official shall order the abatement of such conditions to render the building or
structure occupiable or habitable as applicable for the posted use and occupant load.
In enforcing the provisions of this section the building official may require or
accept engineering or other evaluations of the lighting and/or ventilation systems in
order to evaluate possible dangerous or hazardous conditions and acceptable
solutions.
Where full compliance with 780 CMR for new construction is not practical for
structural and/or other technical reasons, the building official may accept compliance
alternatives, or engineering or other evaluations which adequately address the
building or structure livability for the posted use and occupant load.
COMMENTARY: Lighting and ventilation will be upgraded to comply with this section.
CHAPTER 2

PRESCRIPTIVE COMPLIANCE METHOD
[B] SECTION 303
ALTERATIONS
303.1 General. Except as provided by Section 301.2 or this section, alterations to any building or structure shall
comply with the requirements of the code for new construction. Alterations shall be such that the existing building
or structure is no less conforming with the provisions of this code than the existing building or structure was prior
to the alteration.
COMMENTARY: The building is proposed to be altered to the extent of providing an upgrade to the lighting and
ventilation and certain Code required modifications. Public use of the ground floor is expected. New access and
egress to the upper floor will need to be provided.
There are no proposed changes to the layout of the upper floor except for the Code egress deficiencies.
303.3 Existing structural elements carrying gravity load.
The cumulative effect of the load increase since original construction shall be considered.
COMMENTARY: There are no proposed changes to the structure of the existing building. The addition will be a
pre-engineered structure which will be on its own foundation.
303.3.1 Design live load.

CHANGE OF OCCUPANCY
[B] 307.1 Conformance. No change shall be made in the use or
occupancy of any building that would place the building in a
different division of the same group of occupancy or in a different
group of occupancies, unless such building is made to comply
with the requirements of this code for such division or
group of occupancy. Subject to the approval of the building
official, the use or occupancy of existing buildings shall be permitted
to be changed and the building is allowed to be occupied
for purposes in other groups without conforming to all the
requirements of this code for those groups, provided the new or
proposed use is less hazardous, based on life and fire risk, than
the existing use.
COMMENTARY: There is no change of use within the existing building or for the proposed addition.
[B] 307.3 Stairways. Existing stairways in an existing structure
shall not be required to comply with the requirements of a
new stairway as outlined in Section 1009 of the International
Building Code where the existing space and construction will
not allow a reduction in pitch or slope.
COMMENTARY: The pitch and slope are not the issues with the stairways. The existing space and construction
will allow for stairways (a configuration) which comply with the Code. Egress to the upper floor is currently illegal.
Therefore stairways do not exist and will have to be provided.
[B] 307.4 Structural.
COMMENTARY: NA
[EC] 307.5 Energy. Buildings undergoing a change in occupancy
that would result in an increase in demand for either fossil
fuel or electrical energy shall comply with the International
Energy Conservation Code.

310.1 Scope. Accessibility requirements shall be in accordance with 521 CMR.
COMMENTARY: The building will require modifications to an entrance to allow for an accessible path to the office
that is used by the public. The upper floor is for employee use only.
IEBC CHAPTER 4
CLASSIFICATION OF THE WORK:
SECTION 401 GENERAL
401.1 Scope. The provisions of this chapter shall be used in conjunction with Chapters 5 through 12 and
shall apply to the alteration, repair, addition and change of occupancy of existing structures. including his-
toric and moved structures, as referenced in Section 101.5.2. The work performed on an existing building
shall be classified in accordance with this chapter.
401.1.1 Compliance with other alternatives. Alterations, repairs. additions and changes of occupancy
to existing structures shall comply with the provisions of Chapters 4 through 12 or with one of the alterna-
tives provided in Section 101.5.
COMMENTARY: This Project involves upgrades (alterations to the existing) and an addition to the exist-
ing building. The addition will contain 5600 sf. The addition to the building is an extension of the existing
use and occupancy.
401.2 Work area. The work area, as defined in Chapter 2, shall be identified on the construction docu-
ments.
COMMENTARY: The work area is shown on the accompanying drawings.
401.3 Occupancy and use. When determining the appropriate application of the referenced sections of
this code, the occupancy and use of a building shall be determined in accordance with Chapter 3 of the
International Building Code.
COMMENTARY: The IBC indicates that the occupancy of the building is an F-2 Low Hazard Occupancy,
Metal Products, fabrication and assembly.
SECTION 402 REPAIRS

SECTION 403 ALTERATION-LEVEL 1
403.1 Scope. Level I alterations include the removal and replacement or the covering of existing materi-
als, elements, equipment. or fixtures using new materials, elements, equipment, or fixtures that serve the
same purpose.

404.1 Scope. Level 2 alterations include the reconfiguration of
space, the addition or elimination of any door or window, the
reconfiguration or extension of any system, or the installation
of any additional equipment.
404.2 Application. Level 2 alterations shall comply with the
provisions of Chapter 6 for Level 1 alterations as well as the
provisions of Chapter 7.
COMMENTARY: Alterations are proposed for the existing building as outlined within the report and the
accompanying drawings.

ALTERATION—LEVEL 3
405.1 Scope. Level 3 alterations apply where the work area
exceeds 50 percent of the aggregate area of the building and where required by a change of occupancy classifi-
cation in accordance with section 912.1.1.
405.2 Application. Level 3 alterations shall comply with the
provisions of Chapters 6 and 7 for Level 1 and 2 alterations,
respectively, as well as the provisions of Chapter 8.
COMMENTARY: The work area DOES NOT exceed 50 percent of the aggregate area of the building.
SECTION 406
CHANGE OF OCCUPANCY
406.1 Scope. Change of occupancy provisions apply where the
activity is classified as a change of occupancy as defined in
Chapter 2.
406.2 Application. Changes of occupancy shall comply with
the provisions of Chapter 9.
COMMENTARY: There is no change in occupancy.
SECTION 407
ADDITIONS
407.1 Scope. Provisions for additions shall apply where work
is classified as an addition as defined in Chapter 2.
407.2 Application. Additions to existing buildings shall comply
with the provisions of Chapter 10.

SECTION 601
GENERAL
601.1 Scope. Level 1 alterations as described in Section 403

alterations to historic buildings shall comply with this chapter,
except as modified in Chapter 11.
COMMENTARY: Only applicable sections of Chapter 6 will be commented on in this portion of the report.
601.2 Conformance. An existing building or portion thereof
shall not be altered such that the building becomes less safe
than its existing condition.
Exception: Where the current level of safety or sanitation is
proposed to be reduced, the portion altered shall conform to
the requirements of the International Building Code.
SECTION 603
FIRE PROTECTION
603.1 General. Alterations shall be done in a manner that
maintains the level of fire protection provided.

COMMENTARY: Based upon the enactment of M.G.L. c. 148, s. 26G – requires sprinklers in certain non-
residential buildings that, in the aggregate, consist of over 7,500 s.f. in floor area. Sprinklers are required
for new construction, major alterations or when any addition is taking place.
I also spoke to Captain Larry Therrien of the Northampton, MA Fire Department who confirmed the re-
quirement of the installation of a sprinkler system throughout the existing building and the addition.
The project shall comply with these requirements.
SECTION 604
MEANS OF EGRESS
604.1 General. Alterations shall be done in a manner that maintains the level of protection
provided for the means of egress, and in accordance with section 102.2.2.1.
COMMENTARY: Based upon this section and Section 603 the following is required.
Existing Stairway and Egress from the Upper Floor
The upper floor is accessed from an interior circular stairway (enclosed in a two story space) on the south west
corner, adjacent to an exterior door. A second interior stairway interconnecting the upper floor and the manufactur-
ing area below is located at the north wall of the upper floor office/employee area and is not enclosed and re-
quires passage through the factory.
The upper floor is not accessible (521 CMR) to the public. The Upper floor is for employee use only.
The occupant load is as follows.
Upper level: Mezzanine Storage (687 sf) @ 300 sf gross = 3
Employee/Office Area (2968 sf) @ 100 sf gross = 30
Ground floor: Employee/Office Area (1001 sf) @ 100 sf gross =11
Manufacturing Area (17,073 sf) @ 100 sf gross = 171
A spiral stairway is not permitted (1009.9) for this use as a component in the means of egress.
Stairway 2 does not meet the requirements (1009) of a means of egress.
According to the Code there is currently no legal egress from the upper floor.
COMMENTARY: Two new means of egress from the upper floor will be required.
Egress from the Ground Floor
The occupancy load of the ground floor (by Code) is 182 persons. This assumes that the occupancy load from the
upper floor is not added because the upper floor will have direct access to the exterior. This level currently has
252 inches of egress width.
Calculations for exits capacity: 252 inches/.2 = 1260 persons capacity. Exits are adequate for width.
Distance to exits: existing maximum distance to an exit is approximately 100 ft. Allowed: Table 1016.1, 300 ft.

When the sprinkler system is installed the allowable distance to exits increases to 400 ft.
Exit lighting and emergency lighting and door hardware is inadequate and will be corrected as part of the draw-
ings provided for the building permit application for the proposed addition.
COMMENTARY: There is NO problem with exit capacity or distance to exits.
SECTION 605
ACCESSIBILITY
605.1 General. Accessibility requirements shall be in accordance with 521 CMR. Elevator
and platform lift installation requirements are per 524 CMR.
COMMENTARY: See other comments.
SECTION 606
STRUCTURAL
606.1 General. Where alteration work includes replacement of
equipment that is supported by the building or where a
re-roofing permit is required, the provisions of this section shall
apply.
COMMENTARY: NA
SECTION 607
ENERGY CONSERVATION
607.1 Minimum requirements. Level 1 alterations to existing
buildings or structures are permitted without requiring the
entire building or structure to comply with the energy requirements
of the International Energy Conservation Code or International
Residential Code. The alterations shall conform to the
energy requirements of the International Energy Conservation
Code or International Residential Code as they relate to new
construction only.
COMMENTARY: NA
CHAPTER 7:
ALTERATIONS—LEVEL 2
SECTION 701
GENERAL
701.1 Scope. Level 2 alterations as described in Section 404
shall comply with the requirements of this chapter.
Exception: Buildings in which the reconfiguration is exclusively
the result of compliance with the accessibility
requirements of Section 605.2 shall be permitted to comply
with Chapter 6.
701.2 Alteration Level 1 compliance. In addition to the
requirements of this chapter, all work shall comply with the

requirements of Chapter 6.
701.3 Compliance. All new construction elements, components,
systems, and spaces shall comply with the requirements
of the International Building Code.
Exceptions:
1. Windows may be added without requiring compliance
with the light and ventilation requirements of the
International Building Code.
2. Newly installed electrical equipment shall comply
with the requirements of Section 708.
3. The length of dead-end corridors in newly constructed
spaces shall only be required to comply with
the provisions of Section 705.6.
4. The minimum ceiling height of the newly created
habitable and occupiable spaces and corridors shall
be 7 feet (2134 mm).
COMMENTARY: The project shall comply with these requirements.
SECTION 702
SPECIAL USE AND OCCUPANCY

SECTION 705
MEANS OF EGRESS
705.1 Scope. The requirements of this section shall be limited
to work areas that include exits or corridors shared by more
than one tenant within the work area in which Level 2 alterations
are being performed, and where specified they shall
apply throughout the floor on which the work areas are located

ELECTRICAL
708.1 New installations.

SECTION 709
MECHANICAL
709.1 Reconfigured or converted spaces. All reconfigured
spaces intended for occupancy and all spaces converted to habitable
or occupiable space in any work area shall be provided
with natural or mechanical ventilation in accordance with the
International Mechanical Code.
Exception: Existing mechanical ventilation systems shall
comply with the requirements of Section 709.2.

SECTION 710
PLUMBING
710.1 Minimum fixtures.

SECTION 711
ENERGY CONSERVATION
711.1 Minimum requirements. Level 2 alterations to existing
buildings or structures are permitted without requiring the
entire building or structure to comply with the energy requirements
of the International Energy Conservation Code or International
Residential Code. The alterations shall conform to the
energy requirements of the International Energy Conservation
Code or International Residential Code as they relate to new
construction only.

COMMENTARY: The project shall comply with these requirements.
SECTION 1001
GENERAL
1001.1 Scope. An addition to a building or structure shall comply
with the International Codes as adopted for new construction
without requiring the existing building or structure to
comply with any requirements of those codes or of these provisions,
except as required by this chapter. Where an addition
impacts the existing building or structure, that portion shall
comply with this code.
COMMENTARY: The project shall comply with these requirements.
1001.2 Creation or extension of nonconformity. An addition
shall not create or extend any nonconformity in the existing
building to which the addition is being made with regard to
accessibility, structural strength, fire safety, means of egress, or
the capacity of mechanical, plumbing, or electrical systems.
1001.3 Other work. Any repair or alteration work within an
existing building to which an addition is being made shall comply
with the applicable requirements for the work as classified
in Chapter 4.
COMMENTARY: The project shall comply with these requirements.
SECTION 1002
HEIGHTS AND AREAS
1002.1 Height limitations. No addition shall increase the
height of an existing building beyond that permitted under the
applicable provisions of Chapter 5 of the International Building
Code for new buildings.
COMMENTARY: The project shall comply with these requirements.
1002.2 Area limitations. No addition shall increase the area of
an existing building beyond that permitted under the applicable
provisions of Chapter 5 of the International Building Code for
new buildings unless fire separation as required by the International
Building Code is provided.
Exception: In-filling of floor openings and non-occupiable
appendages such as elevator and exit stair shafts shall be
permitted beyond that permitted by the International Building
Code.

ACCESSIBILITY
1005.1 Minimum Requirements. Accessibility requirements shall be in accordance with

PLUMBING ANALYSIS:
The following plumbing fixtures exist:
Upper Floor: MEN - 3 toilets, 3 lavatories, 2 urinals, 2 showers
WOMEN - 1 toilet, 1 lavatory
Ground floor: UNISEX - 1 toilet, 1 lavatory

Toilet facilities are sufficient for the number of employees, male and female.
A public toilet facility is not required. Handicap accessible toilet facilities are not required.
SUMMATION:
The following is a summation of the various aspects of this report.
1. A sprinkler system throughout the existing building and the addition is required.
2. Two legal means of egress from the upper floor are required.
3. Lighting and ventilation will need to be reviewed with those trades.
4, The building will require modifications to an entrance to allow for an accessible path to the office that is
used by the public.
5. The addition must comply with the International Building Code including the International Energy Code
and Massachusetts Amendments.
