ADDENDUM No. 2:
This addendum modifies the drawings and specifications dated October 7, 2011.
General Contractors are responsible for distribution of the addendum to the sub-
contractors. Please acknowledge receipt of this addendum in the appropriate
location on the bid form. This addendum consists of 2 pages and amends the
drawings and specifications as follows:
INSTRUCTIONS TO BIDDERS:
Change the time of the bids to be Tuesday, December 20, 2011 @ 2pm.
Special Certification Requirements for General Contractor.
State Regulations require work removed as part of a deleading project be replaced
by workers with equivalent qualifications. For this reason, the General Contractor
will be required to have a supervisor and two carpenters be certified for deleading
work and the Contractor shall have the required deleader’s license. This
requirement requires each individual to receive 40 hours of training and license
fees for the Contractor.
The Owner’s intent is to identify in tabular form the scope of exterior removal,
scraping and priming work; interior removal of architectural components to be
performed by the deleading contractor; the costs associated with training and
licensing requirements for the General Contractor and to more clearly define the
separation of work requirements for the project. This summary will be issued by
Addendum on Thursday, December 15, 2011.
The benefit of this requirement is to allow the Contractor access to the buildings to
perform the work consistent with the regulatory requirements for the performance
of this category of work prior to certification of the units.

The sequence would be as follows: 1) The deleading contractor performs the
exterior and interior work identified as part of the removal. 2) Visual inspection by
Owner’s consultant. 3) GC performs all interior work except for finishes, Deleading
Contractors scrapes and primes exterior work, GC completes exterior work. 4)
Visual Inspection by Owner’s consultant. 5) Finishes completed. 6) Final cleaning
by Deleading Contractor. 7) Certification of the units.
In general, the scope as currently delineated is consistent with the anticipated
separation of the work.
Exterior siding removal, sash removal for window replacement and exterior
modifications will be part of the General Contractor’s responsibilities. Exterior
scraping and priming of painted surfaces, removal of handrails (where indicated)
and creating intact surfaces for final painting will be part of the Deleading
Contractor’s scope.
Interior component removal will be by the Deleading Contractor. Interior
replacement of components and new work will be by the General Contractor’s
responsibility.
Training and Certification
The training and certification requirements will take place after the award of the
contract and this requirement is not a pre-qualification for the Bidder.
Contract Award
The Owner will make an award of the contract after it receives proposals from
Deleading Contractors for the removal work in the first week of January.
