The state defines "Homeowner' as, " Person(s) who owns a parcel on which he/she resides or intends to be, a one or two family dwelling, attached or detached structures accessory to such use and/or farm structures. A person who constructs more than one home in a two- year period shall not be considered a home owner." The building department for the City of Northampton wants any person(s)who seek to use the home owner exemption, to act as their own construction supervisor, to be aware that by doing so you become responsible for compliance with state building codes and regulations. The inspection process requires that the building department be called to inspect work at various stages, which include foundationifootings(before backfill) sonotube holes (before pour) a rough building inspection (before work is concealed) insulation Inspection (jff required) nd a final building Inspection. The building department requires these inspections before the work is concealed, failure to secure these ins1gedons can result in failure to obtain a certificate of occupancy until the work can be inspected. If the homeowner hires other trades to perform work(electrical, plumbing &gas)the homeowner will be responsible to make sure that the trades hired secure their proper permits in conjunction to the building permit issued, and that they get their required inspections. Failure of the individual trades to secure the permits and inspections as required can DELAY the project until such time as the proper permits and inspections are made 1, Blair McLaughlin understand the above. (Home owner/resident's signature requesting exemption) I will call to schedule all required building inspections necessary for the building permit issued to me. Piot plan(side setbacks greaterthan 10') See new site drawing included here. It doesn't look like anyone has left any survey pins in the ground recently. However... To the west where we propose a dormer, the exterior foundation is 15'to 16'away from the apparent property line. (the other house being -30 away from 36 Ward Ave.) To the east where we are removing and replacing an existing dormer, the work is happening 25'to 26 away from an apparent property line and again the houses are close to 30'apart. It is my understanding that all the work being proposed is within or at the very least within 1 foot of the 15 foot side setback and certainly not less than 10 feet. Structural Beam, post and joist size: Weare expecting this information from our engineer some time Monday. Load Path: Vertical loads will bear on existing foundation walls and be carried through each floor by posts sized by our consultant. Foundation under rear expansion: The foundation under the previous kitchen expansion appears to be in serviceable condition with no current signs of failure. Root and deck detail: We will include a detail with the structural information. Smoke and CO detectors: The bedroom renovation is not adding a bedroom. We believe that was done in the last remodel as the assessor's card calls this a 4 bedroom house.Weare adding a bath on the 3i°floor.There are hardwired smoke detectors in appropriate locations throughout the house. (each BE,each hall, tops and bottoms of communicating stairs)Also, CO detection each floor. I'm happy to locate them for you on the plans if necessary. Roof insulation'. Thank you for catching that enor; I have changed it to read R-49. (I also corrected the u-value for windows to 30) BesJ Peter Stevens PS-I have included for your amusement the oldest photo the owners have of the house when originally built, and a current photo. (And I enclosed a new CD with all files) T hahnn Peter Stevens Dear Louis, In your email to us today you addressed the question of building permit valuations. We developed the valuation of$32,650 as a function of materials purchased and construction labor with a small team from whom I have special pricing. Also Blair, Seth and I will be doing most of the following labor such as sanding, panting, finishes, etc. ourselves. Therefore an outside observer might consider the total to bear the low side, but for the reasons above these were the numbers we developed. I am having a hard time coming to a realistic price for this area given the sweat equity that we are putting in. If there is a concern on your part,we would be agreeable to raise the total number, for example,to$54,000. 1 am hoping we can resolve this and not hold up the permit today. Feel free to call me it you want to discuss further.
