On 4/21/17, an initial Housing Inspection was made at the property located at 72 Barrett Street,
Unit311, owned or operated by you. Violations were observed and an enforcement letter with
correction orders was mailed to you on 4/26/17.
A final re-inspection was conducted on 8/3/17.
All violations noted in the (initial inspection date) enforcement letter were found to be corrected and
therefore, please note that you have complied with all of the correction orders issued in the inspection

I am contacting to inquire about the state of repairs for unit 311 at 72 Barrett Street. As the current
'extended timeline' for correction of violations is about to be up, I was hoping either to schedule a re-
inspection of the unit or to talk with you about when approximately the repairs will be completed. As a part
of the compliance process, a re-inspection is necessary in order to issue a Certificate of Compliance for the
unit from our office.

I had a back operation on May 23 @ St Joseph's Hospital in Orange, Ca and am presently in a
Rehabilitation Hospital in Tustin Ca until at least June 3. I've been out of action since May 22 and would

So sorry to hear about your surgery; hope the recovery is going well. Larry is on vacation until
6/5. The only update on our end is that we had to wait for the 10 day statutory appeal period to
expire before we could request the Execution from the court. The appeal period has expired, and
we have requested the Execution. As soon as we receive it from the court, we can give it to the
Hampshire County Sheriff to have a physical eviction scheduled. You can certainly tell the health
inspector that the court granted you possession, and that you are just waiting for the necessary
paperwork to physically remove her. I'm sure he's had this scenario before, and knows that it can
be a long process. In the interim, if you get any indication that she is packing up and vacating, let
us know.

Good morning Mr. Musante,
My name is Chris Bishop. I am an inspector with the City of Northampton Health Department. I wanted to
get in touch with you as to the inspection I completed at 72 Barrett St. #311.
Upon request from the tenant, I completed a comprehensive inspection of the unit on April 21st, 2017 (This
past Friday). At the time of inspection, I noted that there was no smoke detector in the unit, which required
attention as it is a "Condition Deemed to Endanger or Impair Health or Safety". I followed up with Kendrick
Property Management to let them know, as I was under the impression that they were the legal managers
of the unit. My apologies for not contacting you directly.
There were a number of other conditions noted in the unit which require attention.
I am compiling a report and will email (or regular mail) it to you when it is completed (before end of day,
Wednesday).

The following is a communication from Christopher Bishop, Inspector with the Health Dept. of the City of
Northampton, who completed an inspection at 72 Barrett St, #311 on April 21st, 2017. My reply to Mr.
Bishop is also included. Mr. Bishop stated that the tenant requested the inspection. Mr. Bishop found that

#311 does not have a smoke detector and that there are a number of other conditions in the unit which
require attention. Mr. Bishop will have a report emailed to me on Wednesday, April 25.
Donna, I'll email a copy of Mr Bishop's report to you at Kendrick Management as soon as I receive it,
hopefully later today. It would be appreciated if you would have Kendrick Management make the changes
that are cited in the report and send me the invoice(s)for the work. It would be good to have the work
completed ASAP. I will need to send Atty Farber a copy of Mr. Bishop's inspection report and a copy of the
invoices indicating that the work has been completed in time for the Court date of May 9 with the tenant.

Last night at 4:30,the tenant contacted our office to confirm the time as 11:00 am (vs. my agreed time of
9:30 am). I tried to call her back :10 minutes later but no response& unable to leave a message.
This morning, Bob Sears & Frank Marchand showed up at 9:30& no response.The could hear the shower
turn on so someone was inside.
• Frank is unable to return at 11:00 am.
• Bob can adjust his schedule to go back for 11:00 but only if Mr. Bishop were available. We do not
want anyone entering her unit alone.
I have given Mr. Bishop's phone#to Bob to try to connect directly if this could work.

Donna,
It appears that the tenant will only respond to Mr. Bishop because of his official capacity with the City of
Northampton. It would be very helpful if you would contact Mr.Bishop and ask him to set up another visit to
#311 in order for him to visually point out to Frank and Bob the inspection issues that need to be resolved
in#311. It would be good if Bob or Frank installed a smoke detector during this visit with Mr. Bishop
because this is a public safety issue and should be remedied as soon as possible.
I would suggest that you document all of the attempts you have made to contact the tenant for Atty. Farber

Hi Chris,
After our phone call today, Ms.Taryn Hunter did call our office (screaming) &agreed to let us in no
sooner than Tuesday,4/25/17,at 9:30 am (3rd attempt to enter). Bob Sears, GM of Maintenance,will be
onsite&were hoping for a 3rd time to get Frank Marchand, Marchand Plumbing,to also attend. If you are
available that would be appreciated.
1st attempt:
Per a phone call with Ms. Hunter, Kendrick had scheduled an onsite inspection for 4/12 @ 8:30 a.m. &
followed with a confirmation email. She had verbally stated that this date&time worked.She was not
home.
2cd attempt:
Email was sent along with posting a notice on Ms. Hunter's door that both Bob Sears& Frank Marchand
would be back on Tuesday,4/18/17 @ 10:30 a.m. and that we would have keys from the owner to enter
for the inspection.We tried to call her to notify her of this appointment, her mailbox was full & no
message could be left. When Bob& Frank arrived, none of the keys worked. Locks had been changed.
Kendrick Property Mgt does not manage this unit but we are helping the owner, David Musante (who I
have included in on this email). Mr. Musante will need to authorize any required maintenance from your
inspection report as I am not authorized.
I have also included Attorney Larry Farber as he is handling the legal action regarding Ms. Hunter.
I hope this helps&we will do our best to support this process.

My keys to Unit 311 will no longer work on the entrance door to Unit 311. According to the following email
from Donna Golec, owner and manager of Kendrick Property Management, my unit 311 keys, which were
given to Kendrick with my permission, no longer fit the door of Unit 311. Donna explains the many attempts
to make arrangements with tenant Ms Hunter to enter the apartment for an inspection in the following
email.
Apparently, tenant Taryn Hunter has changed the lock to unit 311 without my permission. I have not given
anyone permission to change the lock(s)to unit 311. Northampton's Health Inspector Christopher Bishop
has also tried to arrange entry to unit 311 to perform an inspection and have a smoke detector installed.
Mr. Bishop has also not been able to gain entry after notice to Ms. Hunter. Also, via this email, I hereby
give permission to Kendrick Property Management, Marchand Plumbing and the Northampton Health Dept.
to inspect my Unit 311 and perform any maintenance and/or smoke detector installation needed. Larry,
can you advise the next step. How do we gain entrance to unit 311 perform an inspection and perform any
maintenance needed? Thank you.
