Prior to site disturbance, tree protection measures shall be inspected by the Tree Warden 3. Prior to issuance of building permit, a. a maintenance plan for the stormwater system shall be finalized, approved by staff and recorded at the Register of Deeds. b. the applicant shall provide final documentation of tree removal and means of addressing replacement. c. Plans should be revised incorporating all changes and details for tree protection, stormwater, bike shelters, water and sewer connections, yard drainage connections. At a minimum, the plan shall include tree protection details conforming to ANSI 300 Standards, Part 5. Protection of the 40" Elm and 24" Apple along the western property are of particular concern given their proximity to the driveway and construction access. The Alternate Tree Protection Plan shall be included in the contract documents and important graphic details shall be represented on the final construction drawings. 4. If the applicant intends to build before the end of the moratorium, the limits of mill and overlay shall be shown on the plans 5. The concrete sidewalk across and to the next panel beyond the driveway opening shall be 6 inches thick. This detail shall be identified on Sheets L-200 and L-201. 6. Prior to issuance of final certificate of occupancy the applicant shall submit proof of purchase of transit (either bus or bikeshare) passes for residents equaling the required traffic mitigation amount. The applicant could opt to create a phased payout with annual (from the initial co) reporting to the Office of Planning and Sustainability showing pass purchases up to the final value 8,000 until fund is exhausted. The Board based its decision on the following information and plans submitted along with the application/narrative: 1. The Seargent House New Construction/Renovation by Dietz & Company Architects, The Berkshire Design Group, Barry Engineers and Constructors, dated 7/1/2016, revised 8/1/16. Sheets L101 -302, EX 100-201, A100-400. 2. Stormwater Management Plan by The Berkshire Design Group. 3. Traffic Statement 4 Photometric plan 5. Renderings. In approving the 40R project to allow construction of 16 new units for a total of 31 units, the Board determined that the following had been met: (1) All materials have been submitted in accordance with 350-20.12 2). Design criteria in 350-20.19 had been met. 3). The applicant has submitted the required fees and information as set forth in the PAA regulations; and 4). The Project and site plan meet the requirements and standards set forth in this § 350-20. 5). Extraordinary adverse potential impacts of the Project on nearby properties have been adequately mitigated. The project requires removal of 63” DBH worth of trees. The applicant is proposing payment to the city for replacement of 32 2” trees with a value of $500 each for a total replacement to value to the City of $16,000 for tree planting.
