CONDITION OF APPROVAL:
1) Prior to issuance of building permit or site disturbance, a management operation and maintenance
plan that defines the long term operation and maintenance of the proposed stormwater structure to
the satisfaction of the city shall be submitted
2. Prior to issuance of a building permit or site work, the applicant shall install a chain link fence 18’
radius from the trunk of the tree. Any work necessary within this fenced area shall be done only in
conformance with ANSI 300 Part 5, and referenced in the Significant Tree Ordinance.
3. Prior to issuance of a certificate of occupancy the applicant, as offered, shall provide trip generation
mitigation for the one new residential unit in the amount of $1,000 to the City of Northampton
4. The stormwater system must be inspected according to the maintenance plan and maintained to
ensure that it functions according to design.
FINDINGS:
The Planning Board unanimously approved the request for Site Plan review for construction of the two-unit townhouse based on the
following plans and information submitted with the application:
1. Site Development Plan Proposed Two-Family Home, 111 North Main Street by T Reynolds Engineering dated February 2017, sheets
1(revised 3/1/17), 2(revised 3/16/17). Sheets A1-A2 (elevations).
2. Stormwater Runoff Analysis by TReynolds Engineering revised date: 3/17/2017.
The Board approved the replacement of the previously burned single family home with the new two-unit structure based upon
determining the following criteria in 350-11.6 had been met:
A. The requested use protects adjoining premises against seriously detrimental uses. If applicable, this shall include provision for surface
water drainage, sound and sight buffers and preservation of views, light, and air; The Board determined that the installation of the
infiltration chambers that direct more water to the front of the site than existing conditions addressed drainage issues adequately
B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets, cycle tracks and bike paths, minimize traffic impacts on the streets and roads in the area. If applicable, this shall include
considering the location of driveway openings in relation to traffic and adjacent streets, cross-access easements to abutting parcels,
access by public safety vehicles, the arrangement of parking and loading spaces, connections to existing transit or likely future transit
routes, and provisions for persons with disabilities. The existing driveway serving the site will be utilized for the new two-unit structure.
(2) The project, including any concurrent road improvements, will not decrease the level of service (LOS) of all area City and state roads
or intersections affected by the project below the existing conditions when the project is proposed and shall consider the incremental
nature of development and cumulative impacts on the LOS. The project proponent must demonstrate that all cumulative and incremental
traffic impacts have been mitigated. The applicant has offered to mitigate the incremental impact of traffic through an in-lieu one-time

payment of $1,000 to be utilized to address safety issues commensurate with the increase trips generated by this project onto the City
network
C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and
other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and
setbacks. The front unit faces the street and is aligned with the other structures on North Main Street.
D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water
supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. The
construction materials and methods for water lines, sanitary sewers, storm sewers, fire protection, sidewalks, private roads, and other
infrastructure shall be those set forth in the Northampton Subdivision Regulations[1] (even for projects that are not part of a
subdivision). Department of Public Works had no concerns with the transition from a single to two unit structure as it relates to
infrastructure.
E. The requested use meets any special regulations set forth in this chapter.
F. Compliance with the following technical performance standards:
(1) Curb cuts onto streets shall be minimized. The existing driveway will be used for both units
