Pursuant to 310 CMR 40.1403(3)(h) of the Massachusetts Contingency Plan (MCP),
O'Reilly, Talbot & Okun Associates, Inc. (O1'O) is submitting this letter to your office on
behalf of Mr. William Summers, owner of 70 Meadow Street, to notify the City that a
Release Notification Form (RNF) has been submitted to the Massachusetts Department of
Environmental Protection (MassDEP) for a release in your town. A copy of the RNF is
attached.
The release condition was identified when an oil sheen was identified on the Mill River.
Investigation of the source of the sheen revealed that it was discharging from a storm drain
outfall located at the corner of Meadow and Corticelli Street. MassDRP has identified Mr.
Summer's property as the likely source of the sheen. A release of fuel oil from a feed line
between the basement oil tank and the boiler was subsequently identified. Response actions
implemented to address the oil release have included the maintenance of an oil containment
boom at the storm drain outfall, excavation of impacted soil within the basement of 70
Meadow Street, and assessment of release conditions. Additional Immediate Response
Actions including the continued maintenance of the oil containment boom and additional
assessment are planned.
You should be aware that local officials have a right to request additional Public
Involvement Activities under 310 CMR 40.01403(9) and upon tier classification under 310
CMR 40.01404. Please contact me if you have any questions.
