Gary McHugh, a disabled vet in unit #31, called to report bedbugs. He said he had reported them recently,was told Minuteman would be by last week and he told Tim that he had a conflict and would not be there (a Dr. apptment at the VA he can't miss). Gary thought apparently that they would treat anyway but apparently they did not. I told him to write a signed note and give it to Tim saying that contractors could enter for necessary treatments, and that I would email you to update you separately from his going to Tim. Would you follow up with Minuteman and set up a treatment if one is not scheduled, as soon as possible?Thanks. Couple other things to pass on from the conversation -Gary said he remembers other rooms at the end of the hall being treated 9 months ago, and at that time Tim removed mattresses by dragging them down the hall unbagged to dispose in the dumpster(they were thrown over the rail). Since then Gary says rooms all the way down the hall have become infected. My understanding is that mattresses don't have to be thrown away, they should be bagged in place with a heavy plastic cover, tightly sealed. New mattresses will just get reinfected anyway; the cover will contain any bugs in place, and they will die eventually (6 months or more). Gary said that cloth covers have been put on mattresses-if so, I don't think that helps. He says his room is reasonably clean and orderly, and he has been heat treating his belongings. One last thing Gary said, and I have no idea his reliability,was that Tim has been drunk more often; my impression maybe all the times I've met you there was that he was mostly sober(the first 2 years I inspected Tim seemed regularly impaired when I would drop in). This of course is only hearsay, I'm more concerned with behavior like dragging infected mattresses down the hall. But poor communication for whatever reason will hinder the treatment. I am very concerned about bedbugs spreading out into the city (Gary said he's had bedbugs removed from his hair at the VA, I imagine he rode a bus to get there...). I would recommend that you talk to a supervisor at Minuteman and see what kind of strategy they recommend. I am dealing with the tenants and Minute Man directly as they do not wish to deal with Tim. I call Minute Man the second I receive a complaint and not only coordinate the appts but I am on site for each and every one of them. I've spoken to 7m on several occasions about him possibly being inebriated during his work hours, and I've discouraged him from being in that condition.What he d es on his own personal time is noone's business. Regarding the dragging of uncovered mattresses, I find that highly unlikely. I would've heard about that from some of the town criers over there, especially Fondakowski, therefore I do not find that claim credible. This is a mere ploy by Gary (as well as other tenants)to distract us from the fact that they have seriously delinquent rents due. I just spoke to Tim and he said Gary gave us permission (something he did NOT do the first time;we will not enter a tenants' room without permission)to grant access to Minute Man so they may inspect. I'll be in touch with Minute Man to schedule an appt and will personally inform Gary of the date and time. On a final note, some of these tenants are being very disingenuous in their claims, and in some instances, more often than not recently, trying to bait Tim into arguments. I'll be the first one to admit, and you know this, that Tm can be very difficult at times, but I've been leaning on him hard to do his job and avoid situations that may go bad, and he's been avoiding such situations. Quite frankly, in my opinion, some of these tenants are just looking for a free ride, and they're using claims of bed bugs and Tim's"behavior" as an excuse. I not only have an obligation to the tenants, but to Tim and my owner as well. I'd like to think that we'd receive the benefit of the doubt with all we've done, and continue to do, to make out tenants comfortable, safe and happy, but it appears that is not the case. I'm very disappointed. I have nothing further to add at this time. I'll schedule with Minute Man and let Gary know. That same day I am going to take time away from my primary job to sit and talk with the GM of Minute Man and their lead technician who treats our building, to devise a plan of action to try and correct this bed bug problem once and for all. I'll let you know what that plan of action is after the meeting. I can tell you that we're spending an awful lot of money in our attempts to fix this problem.
