He is complaining about 2 items: 1. That there is a leaf accumulation in the cellar stairway in the rear of the Building H , thus blocking the water drain on the cement bottom pad in front of the door. Hey says that there is also a 4"drain at the bottom landing of the stairway which is now blocked due to the leaves and could result in water going into the basement.This situation occurred in July of this year, if you recall and the stairway was cleaned. Since these stairways should always be maintained and kept clean could you please again make arrangements to have it cleaned and email back when it is. I would appreciate it. 2. There is a box with trash in it on the porch of Building A that has been there for several days that needs to be removed. Please inform me when these to items have been rectified. He is complaining that the leaf accumulation in the cellar stairway in the rear of the building are always wet and composting, thus creating a mosquito breeding grounds for the area around the building. He describes the mosquito's around the building as"worse than usual"and blames it on this condition. "We're talking about a building with eight residents where the apartments have dead-bolt locks on Fruit Street in the daytime," Hite said, in defense of venting the building. "It's not a high-crime area. Hite inspected the property early Sunday after police responded at 6:30 a.m. to a report of the front door ajar-the second time in four days they responded to a call about an open door. Hite then posted a notice on the front door to the building that read, "Despite security concerns, please forget everything we've always asked you to do, and leave the entry doors open during daylight hours." Hite wrote in his notice to tenants that the doors were staying open because of the strong odor of mothballs. "The details are unclear as to how many mothballs she was using outside her apartment or if she was using so many in her apartment that they were emanating outside,"said Ben Wood, director of the Northampton Health Department. "The smell was significant enough. Naphthalene is a nasty chemical." Hite said he found evidence of mothballs in the tenant's apartment, on a porch and in common spaces.Wood said the tenant using the mothballs may have been using them to eliminate mildew smells or insects that have penetrated the building,though he said that also was not entirely clear. On a stool that was propping open the front door Tuesday was Ward 3 City Councilor Angela Plassmann's business card. The city councilor also responded to Building H to learn more about the situation in recent days, according to tenants in the building. Baron said well before the mothball incident, tenants have been propping open the front door to Building H, which is a security concern. He said leaving the door open has caused mosquitoes to infiltrate the building, and there is a pool of standing water behind the building where they likely breed. "It's not a good situation," Baron said. The odor as very strong in the hall and in Christina Davis' 3artment. She (Davis) was home. I spoke with her. She denies still using them, and went into rant about her pregnancy and a catapilar and a spider, and the health hazards of getting itten. There is a mental health issue. think we need to take the next step. Let's talk about what that is. y the time you see this NHA Maint. Staff will have mopped the common hallway and the back all. Angela, /e also received a call (this is a couple of weeks back)and subsequently were told that NHA was going to make sure ie re were no moth balls in any common area. I'll check in with them again. Moth balls are indeed a health issue and =sidents should not have to be in proximity to them. Apparently, one of her ieighbors is putting out a large amount of moth balls in and around her apartment, porch area and :ommon area. The apartment is Building H, Apartment 78. The resident who called me told me that the ;melt is overwhelming and is bothering her and making her sick. I spoke to Jon Hite about this the other =_vening and he told me that there was an issue with the moth balls and that his staff had discussed this ,vith the tenant in Apt. 78 but that he thought the issue had been resolved. Could you please look into this for me? I just want to make sure that there are not any health or safety issues here with the large amount of moth balls. I have reason to believe that the belt is off the rotor. There is no sound from the attic at all. The steam is not venting normally, and it is a health hazard. The Director of Maintenance for the Northampton Housing Authority has not been cooperative in the past because of prior complaints to your office.
