Dear Mr. Verson:
We have inspected your single family home on Grove Hill,
Tax Map 108, Plot 93.
This building appears to be in violation of Article II,
Page 2-5, of the Northampton Zoning Ordinances; specifi-
cally definitions, dwelling, one family and family.
It also appears to be in violation of the Massachusetts
Building Codes; definitions One family Dwelling.
There are also mutiple minor structural problems that
need repairing.
I would suggest that you contact this office as soon as
possible. (Within 30 days)

Dear Mr. Kochan:
I have received the report of your inspection on the Grove Hill
Mansion in Leeds.
In my opinion, the violations that you have noted fall into one of
three categories: minor violations that can be very simply corrected,
conditions that do not exist and apparently were based upon inaccurate
information provided by disgruntled tenants (who have since moved out of
the building, much to the pleasure of the remaining tenants) , and condi-
tions which can be considered to be violations of the code only by an
extremely unrealistic and far fetched interpretation of the code.
Apart from the accuracy or validity of the conditions that you found
to be violations at the building, I am presently planning to totally
renovate the building into seven condominiums beginning in the early
spring of 1983. For this reason, aside from any violations that could
literally endanger or impair the health and safety of the occupants, it
would be totally unrealistic for me to do any substantial amount of work
on the building at this time. It may interest you to know that none of
the tenants who are presently in the building believe there to be any
conditions that endanger their health, safety or well-being.
For all of the above reasons, I insist upon my right to have a hearing
to review the alleged violations prior to any compliance action being taken
by me.

During a meeting on January 18, 1983, which you attended along with City
Building Inspector Cecil Clark, Sanitary Inspector David F. Fochan and my-
self, you agreed to complete the following repairs at the trove Hill Mansion,
4 Florence Street, Leeds by January 31, 1983:
1. installing a handrail on the exterior side stairs (off the kitchen) ,
2. securing the lower level (basement) against illegal entry, and
3. installing a cover over the opening adjacent to the storage cellar
(kitchen side) .
In addition, you agreed to submit a letter to the Board of Health which out-
lines your plans and time table for renovating the entire building. Tt is
understood that you will obtain a building permit by March 18, 1983 and that
the renovations will commence by Anril 18, 1983.
Finally, you agreed that should the renovation project not be carried out,
you will meet with representatives of the Board of Health to discuss cor-
recting the remaining violations listed in the Board of Health order dated
November 29, 1982.
If you have any questions regarding this matter, please contact the Board of

renovate the entire building in the early spring to convert it
into 7 condominiums. The financing for the project has, as of
the date of this letter, not yet been finally secured, and there-
fore the exact timetable has not been determined.
The building inspector will of course be kept advised of the
project as it develops, and I will also keep your office advised.
I am sorry that I had overlooked the request that you made in your
letter to me of January 19 that I provide this information to you.

This letter is to confirm our conversation of March 15 , 1983,
regarding your inspection of the above address. I called to
discuss why Mr. Verson was required to correct only the
following three violations of the numerous violations that you
cited in your report dated November 29 , 1982:
1. Installing a handrail on the exterior side
stairs (off the kitchen) ;
2. Securing the lower level (basement) against
illegal entry, and
3 . Installing a cover over the opening adjacent
to the storage cellar (kitchen side) .
You informed me that, at the hearing held on the violations,
Mr. Verson stated that he was planning to convert Grove Hill
Mansion into condominiums. Based on this information, it was
decided at the hearing that the other corrections would be
unnecessary since the building would be renovated.
In our conversation, I said that Mr. Verson had informed us,
by letter, that the other violations were dropped after the
hearing, because of the apparent misrepresentation of violations
by the occupants at the time of the inspection. You stated that
there was no misrepresentation by the occupants and that all
violations cited were valid, based on your personal inspection.
If there are any questions or if you disagree with my understanding
of our conversation, please notify me. In addition, if there is
any written documentation of what occurred at the hearing, I would
appreciate if you send copies to me.
