Re: Inspection of dwelling unit at#4C Florence Heights, Florence, MA 01062
As requested by your office, I made an inspection of the premises at#4C Florence Heights on June 12,
2003 at approximately 11:00 am. The inspection was made in order to determine existing health
conditions and violations at this apartment. You informed had me that the Sheriff's Dept. suggested an
inspection by the board of health after they had observed filthy conditions during the eviction process of
Sharon Tams, the occupant at the time.
Result of Investigation
Conditions within the dwelling unit are deplorable. A strong stench permeates both floors of the unit.
This would appear to be a direct result of prior pets at the premises, a lack of care of the pets, and the
presence of animal feces around the premises. A considerable amount of feces was also observed in the
back yard directly outside the back door of this dwelling unit.
In addition, it appears that there was little or no attempt by the former occupant(s)to maintain reasonable
housekeeping practices within this apartment. Large amounts of junk, refuse, and debris litter all floors
on both levels of this unit. In addition, the basement revealed more of the same in even larger amounts.
Walking around the basement is made difficult because of this random, excessive, disorderly
accumulation which is piled high toward both far walls. This accumulation also represents a serious fire
hazard
All kitchen appliances (stove, oven, and refrigerator) are all filthy and covered or splattered with dried
organic food waste. Although no cockroaches were noted at this time, the ideal harborage conditions are
here and represent a danger.
The above mentioned conditions are certainly health and safety threats to other tenants in this building. It
is therefore my recommendation that the Northampton Housing Authority immediately take action to
cleanup, remove, and otherwise eliminate said conditions in a manner which will render this apartment
clean, safe and in compliance with "Minimum Standards of Fitness for Human Habitation", State Sanitary
Code, Chapter II.
