This letter will certify that those violations indicated as major violations serious enough to be considered as to materially endanger or materially impair health, safety, and well-being of the tenant. The following violations were found: Dilation Violation .2 cockroach infestation throughout Building 2, Florence Heights In accordance with Chapter 111, Section 127L of the Massachusetts General Laws, Northampton Housing Authority has 2!, hours to begin extermination of Building 2. The time limit begins upon receipt of this letter. You may request a hearing before the Board of Health if you have any extenuating rcumstances to report. Thomas Reddy, Director tthampton Housing Authority s Old .South Street srthampton, Ma. 01060 sar Mr. Ruddy: In response to your inquiry about access to tenant housing for the purpose r exterminating cockroaches, please be advised of the following: Regulation 31.1 of Article II of the State Sanitary Code "Minimum Standards r Fitness for Human Habitation" requires every occupant of a dwelling, dwelling unit, r rooming unit to give the owner thereof, or his agent or employee, upon reasonable otice, reasonable access, if possible by appointment, to the dwelling, dwelling unit, r rooming unit for the purpose of making repairs and alterations or to correct housing ode violations. In effect, this regulation requires that tenants allow your men to spray neecticide or make repairs in their apartments when an insect infestation is found to egiven,taand the spraying (orrothebuilding.k) should be donee at of asonablettimeof day. must As with any insecticide, extreme care should be taken when spraying in a welling unit, closets and cupboards Should be emptied to allow thorough and safe pplication of the spray, and all food products should be protected. Since it is very important to spray the entire building and all dwelling wits at the same time, it may be necessary, on occasion, to delay the spray program lue to illness in a swelling unit. It is also possible that certain individuals may se allergic to the insecticide, and that alternate living quarters may be required or them during the spray operations.
