To whom it may concern,
My name is Diana Lorenzo and I am writing this letter on behalf of my grandmother Nelly Rios.
Mrs. Rios is a tenant at 81 Conz Street Apt#515 in C/O the Northampton Housing Authority. On
August 12, 2009 I wrote a letter to the NHA expressing my concerns about Mrs. Rios apartment.
In the letter I mentioned how these concerns had been addressed in the past by Mrs. Rios
daughter Mildred Jimenez. Mrs.Jimenez met with Maureen Cayer in the beginning of this year
but the issues were never resolved. In my effort to advocate for my grandmother at the same
time assure that the NHA were given adequate time to address my concerns I offered to give an
additional 30 days to repair, replace and exterminate Mrs. Rios apartment before I would
involve the Northampton Board of Health. Forty six days have passed since my letter and over
six months have passed since Mrs.Jimenez has written a letter and met with Mrs. Layer.
1 am now involving the Board of Health to advocate for Mrs. Was and her family who have tried
many times to seek resolution to concerns that affect her well-being. Since my letter the NHA
has replaced the screen window in her bedroom, the door knob to her living area and have
repaired her stove. But the most important concerns which were originally addressed in the
beginning of 2009 have still not been resolved. These include the infestation of roaches and the
peeling paint from her ceiling.
As I mentioned in the letter to NHA I am completely aware of the offer made to Mrs. Rios to
move her into another apartment. Mrs. Rios did refuse the offer and I agree that Mrs. Rios
should not have to move apartments, possibly relocate to a different floor or a different building
because NHA have neglected to abide by the rules and standards set by HUD. I did personally
speak to David Adamson about a week after I mailed my letter to touch base. I made it very
clear that if they needed Mrs. Rios apartment to be vacant for a few days to assess the ceiling or
the pest we would be happy to make those arrangements.
In addition, the NHA have unsuccessfully attempted to get rid of the pest by placing little boxes
throughout Mrs. Rios apartment which has been the same action taken by them for months.As
for the ceiling no actions have been taken.
My grandmother is an elderly lady who has become very sick,she has not caused the NHA any
problems and like any citizen deserves to be living in a safe and sanitary environment. The paint
peeling from the ceiling and the roaches residing throughout her apartment is unsanitary, and
this is not a way for any individual to have to live.

State Sanitary Code Chapter II: Minimum Standards for Human Habitation. An
Inspection was conducted by Aimee Petrosky at 81 Conz St. Northampton Ma, a
property owned by you, on November 9, 2009.
The Following Violations were noted:
The Northampton Board of Health is acting under the authority of
MASSACHUSETTS GENERAL LAWS, 105 CMR 410.000: State Sanitary Code
Chapter II: Minimum Standards for Human Habitation. You are hereby ordered to
make a good faith effort to comply with the formal order issued to you above
within the time frame listed. Failure to do so could result in legal action taken against
you to pursue compliance with this order. A re-inspection will take place on or around
November 30, 2009. If you would like to be present please contact the Health
Department to schedule a time.

Failure to comply with any order issued pursuant to the provisions of 105 CMR
410.000-shall upon conviction be fined not less than $10 or more than $500. Each
day's failure to comply shall constitute separate violations.
Please be advised that if you are aggrieved with this order you have the right to
request a hearing. You must submit a written petition requesting a hearing within seven
(7) days from the day the order was served
