For your information,the DPW utilizes proprietary software that determines which city streets are to be paved based on a yearly updated database by a third party consultant. Each year 25%of the city streets are surveyed for this database. The software utilizes a number of factors including pavement stresses surveyed and benefit value to users(vehicles)of that street As the database constantly changes it is difficult to predict what new pavement priorities may take place from year to year. Due to this,the DPW cannot inform you as to when this street may be paved in the future. Also there are currently no utilities(water,sewer) in the street that would need upgrading. If the DPW undertook this upgrade exercise,the street would be paved at our expense. You may wish to call our office in January or February each year to determine which streets are proposed to be paved. This is when the list is usually generated. You should be aware that in the past few years,the DPW has been twice approached by developers for a property near you to extend the sewer for a possible development. The developers were pricing the cost to extend the sewer at their expense. City water is not available due to the elevation of the area. We have heard nothing more on this project. In order to extend the sewer,detailed engineering plans and capacity analysis would be required for review and approval by the DPW. All construction and inspection costs would be paid by others,not the City,unless the Board of Health deems the area to be a public health issue m which betterment fees could be assessed to adjacent property owners. Any individual along the street would be able to tie into the system at standard entry fees regardless of who paid for the extension. A sewer extension permit(fees involved unless a public project)from the Department of Environmental Protection is required. A trench permit($50.00)from the DPW is required. My wife and I own the property at 311 Chesterfield Road in Leeds. I am interested in having the sewer line extended from its current location, which is approximately at the location of 236 Chesterfield Road, up to my own house site at 311 Chesterfield Road. Enclosed please find a copy of a letter sent to me by Ned Huntley back in 2004. Mr. Huntley indicated that the sewer could be extended as a public works project if the sewer extension was determined to be necessary by your department. I know from my own experience that many of the septic systems on Chesterfield Road have failed over the years and my own system, although it has never failed, will likely need to be repaired or replaced sometime in the near future Instead of repairing or replacing my septic field I would like hook up my own property to the city sewer. Approximately twenty-five years ago I paid for the cost of extending the sewer line from Dimock Street to the location of the property at 236 Chesterfield Road. I am willing to pay, as a betterment, the full cost of the sewer extension from its current location at 236 Chesterfield Road to my own house site. Any extension of the sewer past my house site would benefit my neighbors and therefore the sewer should be extended past my own house site, but I would only be willing to pay the betterment up to my own property line. The bottom line is, if I understand Ned Huntley's letter to me correctly, that it would be easier to extend the sewer as a public work project if determined to be necessary by your department rather than having myself pay for the cost of the extension privately. The net cost to the City for the extension would be zero since I would be willing to pay the full cost of the public extension as a betterment fee. I am writing to you at this time as I can see that the road is degrading somewhat and it is likely, in my opinion, that the road will have to be re- paved sometime in the next few years. It would make more sense to extend the sewer during the road re-paving process rather than have the road dig up again soon after it is re-paved. Please give me a call to let me know what I can do to move this sewer extension forward as a public works project. cc. All of Chesterfield Road is designated on the Sustainable Northampton Land Use Plan Map as "Conservation Development and Sending Zone"which identifies it as a sensitive area what development should be limited and only be considered in the context of conservation. Opportunities for transferring development rights from this area should be sought to the extent possible. Extending public sewer on Chesterfield Road would create new pressure for development and would encourage more intense development in this area,which is contradictory to the goal.ofprotecting the sensitive water,habitat,forested,and Scene resources in this section of the city.
