SUBJECT: Hampton Manor Housing Code Violations
With regards to the Housing Code violations at Hampton Manor, please be advised
that since mid May of this year a great many of the previously noted violations
have been corrected.
To date, the following has been accomplished:
1, All roofs throughout the complex have been refinished,
this should solve the leaking problem.
2. The wooden balconies throughout the complex have been
repaired.
3. Broken or missing handrailiugs have been repaired or
replaced.
4. New rashers and dryers will replace those that have
malfunctioned.

It is understood that work on the few remaining minor violations will be completed
very soon.
In recent months the Hampton Manor management has been most cooperative, it is hoped
that this spirit of cooperation will continue.

Housing Code Violations
Dear Mr. Weiss:
On September 25, 1979, a hearing was held before the Hampshire County District Court
Clerk, regarding the failure of Northampton Associates to correct Housing Code Vio-
lations at Hampton Manor on Damon Road, Northampton. At this hearing, Northampton
Associates was granted additional time to correct those violations. To date, many
of the violations (previously listed in Board of Health notices dated January 26,
1979, February 28, 1979, and March 9, 1979) remain incorrected. Roofs on all the
complex buildings, in particular on buildings 4, 5, 6, and 8, continue to leak badly,
causing additional interior damage.
The failure of Northampton Associates to comply with the agreements of the September
25, 1979 hearing and with the previous orders to correct violations, leads the Board
of Health to believe that your corporation has no intention of correcting the Housing
Code Violations at Hampton Manor.
Therefore, under authority of Chapter 111, Section 127 of the General Laws of the
Commonwealth, you are hereby ordered to take immediate action to repair all of the
leaking roofs in Hampton Manor Apartment Complex and to correct all of the remaining
Housing Code Violations.
Failure to comply with this order within 7 days of the receipt of this notice will
result in the Northampton Board of Health taking further action against Northampton
Associates as the law allows. The Board of Health will not hesitate to seek a crimi-
nal complaint against Northampton Associates for failure to correct conditions which
endanger the health and safety of the occupants of Hampton Manor.

Dear Attorney Beauregard:
At the request of Northampton City Solicitor Maureen Ryan, I am herewith providing
background information about housing code violations at the Hampton Manor Housing
Complex on Damon Road, Northampton, Ma.
From January, 1979 to the present, the Northampton Board of Health has received
numerous complaints from Hampton Manor residents about badly leaking roofs, cracked,
damp, and falling ceilings, and other problems. Investigations confirmed these and
other housing code violations including: deteriorating wooden balconies, broken or
missing stair railings, badly worn and/or torn hallway carpeting, insect infestations,
inoperable washers and dryers, and accumulations of trash and dirt in the common areas
of all buildings.
The owners of Hampton Manor, Northampton Associates, Eugene Weiss, of Lehan, N.Y. was
contacted on numerous occasions, via certified mail, notified about the various code
violations and ordered to correct those violations (copies of those notices are en-
closed). Some of the minor problems were remedied, however, the major problems vent
uncorrected.
In September 1979, after repeated attempts to get the violations corrected, the Board
of Health sought a criminal complaint against the owner of Hampton Manor, for failure
to correct the housing code violations. During the subsequent show cauae hearing, held
September 25, 1979 before the Hampshire District Court Clerk, Mr. Mark Levine, represent-
ing Mr. Weiss, agreed that all violations should and would be corrected.
The roof repair work which was begun but never completed, proved inadequate as many
roof leaks appeared during the following winter. Other violations remained uncorrected.
On March 14, 1980, the Board of Health again ordered Mr. Weiss to correct all existing
code violations at Hampton Manor. Since, to date, none of these violations have been
corrected, the Board of Health has again petitioned the Hampshire District Court for a
criminal complaint against Mr. Weiss for failure to correct the above-mentioned housing
code violations. It is expected that a show cause hearing will be held in late May or
early Jude. You will be notified of the date and time of that hearing.

VIOLATIONS OF THE STATE SANITARY CODE AS OF MARCH 31, 1960
AT HAMPTON MANOR
Roofs leaking causing damage to certain apartments and all common
areas, to ceilings, walls and floors throughout the complex.
Six washing machines and 5 dryers broken down throughout the eomplex.
Balcony rotten throughout the complex.
Randrailing broken or loose or completely 'Using frou outside entry

Carpeting in common areas are damaged and are a danger to the tenants
and the public.
Door jamb broken to entry door to apartment 3202.
Common areas covered with webs and dead bugs and various trash.
Sliding glass doors in various apartment scout seal broken and glass
covered with moisture. They are not serving the purpose they were
meant to do.

mortgage account up to date and has taken care of various
other financial obligations to bring the matter current.
However, we are concerned about the alleged Health Code
violations and want' to be certain that they are taken

that the mortgagor has rectified the situation, or is in
the process of doing so.
Accordingly, it would be very much appreciated if you could
advise me as to the status of that aspect of the project.
Obviously, we do not want to permit any continuing violations.

With regard to possible housing and/or safety code violations at the Hampton Manor
Apartment Complex, please be advised that the Board of Health has inspected the comp
as recently as May 8, 1980 and on numerous other occasions. Those inspections revea
many housing code violations including badly leaking roofs, deterioration of the woc
balconies, cracked and water—damaged ceilings, inoperable laundry equipment, etc. 7
complex owner has been ordered, on many occasions (by written notice, certified mail
to correct these and other violations.
On September 25, 1979, the Board of Health sought a criminal complaint against Huger
Weiss, owner of Hampton Manor, in Hampshire District Court, for failure to correct <
violations. During the subsequent show cause hearing, Mr. Weiss's representative aF
that all violations would be corrected.
The roof repair proved inadequate as many leaks reappeared during this past winter.
Mr. Weiss had again been notified on several occasions of continued roof problems bi
has taken no action to remedy the situation.
The Board of Health has recently requested that a Criminal Complaint be issued agail
Mr. Weiss by the District Court. A show cause hearing will be held during the last
of May. It is hoped that a substantial fine will be levied against the Hampton Mani
owner for his continued refusal to correct the many remaining housing code violatioi
