Complaint pushes for a cleanup By DAN CROWLEY Staff Writer NORTHAMPTON — Health officials have filed a court complaint against a tenant whose apartment at 3 Pomeroy Terrace was condemned as unfit for human habitation last week. Stephen P Kacavich, 47, had until Monday to clean excessive clutter and- debris from his first-floor apartment,as well as a large pile of objects outside his front door. Health officiate condemned the apart- ment March 21 after an inspection. They gave Kacavich seven days to comply with the cleanup-order. "At this point, I don't feel that the tenant is cooperating as far as getting the exterior cleaned up and materials removed from the front entranceway," Health Agent Ernest J. Mathieu said .. Tuesday. The objects block the front door, which is a violation of the state sanitary code. Mathieu-said he also has sent a letter to Josephine Shaw,the owner of the property, asking her to remove the debris from the exterior of the multi- family apartment building. "The owner is responsible for main- taining the exterior of the property in a -clean and sanitary condition," Mathieu said. A very large pile of debris was still visible outside the home Wednesday. Health inspectors last week inspect- ed Kacavich's first-floor unit, a cavernous dwelling packed floor to ceiling in some areas with a vast assort- ment of objects and debris, from appliances and clothes to cardboard boxes and overstuffed trash bags. "It's condemned as unfit for human habitation," Health Agent Ernest J. -- – Mathieu said at the time. "Nobody can live there." Kacavich,who was evicted,was given seven days to clean out the apartment.
