Dear Attorney Walaesek:
On March 25, 1980 the Northampton Board of Health approved your request for an exten-
sion of time to correct housing code violations in the 2nd floor apartment at 4 Bixby
Court, lot 160, map 32A, Northampton. The timetable for correcting those violations
(refer to Board of Health order dated March 19, 1980) will now go into effect on
April 28, 1980, when you will have the authority to pay the debts of the Frederick G.
Bixby estate.
It is requested, however, that the repair work commence as soon as possible, to insure
completion by the new deadline.
It is further requested that arrangements be made for the Code Enforcement Inspector
to view the lat floor apartment at 4 Bixby Court, so as to determine the cause of the
sagging kitchen floor in the apartment above.
If you have any questions regarding this matter, do not hesitate to contact this
office.

your order to make repairs and replacements to the above—referenced property
to at least April 28, 1980.
Enclosed, please find a photocopy of my appointment of Executor u/w/o
Frederick G. Bixby effective as of January 28, 1980. As Executor, I have
charge of the assets of Mr. Bixby' s estate, and further, as Executor I am
not authorized to pay debts of a decedent until after three months from the
date of my appointment.
The requested repairs and replacements will be expensive and I will need
time to acquire the necessary funds and help.

Attached please find a copy of the Housing Code violation
notice concerning 4 Bixby Court, Northampton, Mass.
The two violations Which have already been corrected have
been noted on page 2 of the notice. The other violations to date
remain uncorrected. In addition it was noted that during the
renovation of the first floor the stair way lighting for the second
floor apartment at 4 Bixby Court was disconnected.
Please provide adequate lighting for the stair way to the second
floor apartment as soon as possible.

The Northampton Board of Health has inspected the premises-at
62 Hawley St., & 4-6 Bixby Court, Northampton, MA (assessor's map 32A
parcel 166 .) for compliance with Chapter II of the State Sanitary Code.
This letter will certify that the inspections revealed violations listed below,
which are serious enough as to endanger or materially impair the
health, safety, and well-being of the occupants
Under authority of Chapter III, Section 127 of the Massachusetts General
Laws, and Chapter 11 of the State Sanitary Code, you are hereby ordered to
make a good faith effort to correct the following violations
within TWENTY-FOUR HOURS of the receipt of this order.

Egresses at 4-6 Bixby Court and the
sidewalk in front of 62 Hawley Street is
not being maintained in a safe,
passable condition. Excessive
accumulations of ice and/or snow
noted and no attempt(s) at even
sanding said egresses and walkways
appear to have been taken.
Take immediate action to correct said
violations. In the future, insure that
said walkways/egresses are properly
maintained, or that proper, legal
action has been taken to channel such
responsibilities to other individuals.
NOTE: I have attached a copy of the specific housing code regulation.
Note that the tenant responsibility for such maintenance (for exclusive
egresses only) must be spelled out in a written letting agreement that so
states their responsibility. Otherwise, the onus of responsibility and any
potential liabilities falls back to the owner. In any instance, the main front
sidewalk is the owner's responsibility.
Inspection of the premises was made on January 22, 1999 at approximately
10.15 am.
