I spoke with Attorney Dawn Bloom yesterday and relayed to her that I would ask that the City hold the tax title matter on the above in further abeyance while I work with the homeowner Cindy Beebe to sell the house, or some other arrangement. I was told by a family member that he would lend Ms. Beebe funds to redeem the property, but he now is not coming forward as I tried to make arrangements and draft documents by July I'. I think it is important that you understand the history of this matter and my work with the homeowner, and I do not see the City's collection being in jeopardy for this additional time. I have been actively working on this for less than two years, and it has been uncompensated to date except for one filing fee payment. I had spoken with Attorney Dawn Bloom before 2013 on this matter, discussing the status of the anticipated probate matter, but did not expend much time until 2013 forward. The house was last titled in the deceased grandparents' name, with the grandmother dying last. The original will for the grandmother could not he found and I hoped that Cindy would locate the original Will to make the probate administration proceed on a more straightforward manner(and with less time needed on my part). When she did not locate it and with the introduction of the Uniform Probate Code it then was easier for me to proceed with just the Will copy. I have spent a fair amount of time and advanced funds from 2013 forward, first for and towards the probate of Cindy's grandmother's estate to be completed (to vest Cindy with ownership) and most recently earlier in the year trying to help Cindy to respond to the order from the Building Commissioner and the Health Department. In the meantime as time allowed I investigated some options for Cindy, including a loan or equity line, but those turned out not to be viable options. My work resulted in her becoming vested owner, and Meredith O'Leary and Louis Hasbrouck can confirm I think the progress of conditions at the house with my efforts. Cindy is a very nice woman, but I would characterize her as simple, not in intelligence but in lifestyle and ambitions and in some of her skills. She is somewhat guileless and has appreciated and responded to my efforts. From my understanding she has had the same employment for several years, but it is at hourly pay and at a fairly low pay scale and she does not manage her money well. She realizes the seriousness of matters and responds with the help of others and I have a good working relationship with her. She is not obstructionist or defiant. She realizes she cannot handle the house and I am not trying to allow her to stay. but for time to get her out as gracefully as possible and trying to help her capture some of her equity, as she looks to have little else. As members of the Bar,we cannot always help everyone, but it is important as I think Aup would agree to sometimes extend our skills and professional efforts to those whd ttti need. I know the City allowed us some additional already but I could not dedicate much time to Cindy over the last 2 months as I anticipated. On a personal front I was moving and also clearing out a family house which was very time consuming but is now completed. And I would realize that this would likely be the last extension. I have a lot of time invested in this matter and have advanced funds, so I would like to see this resolved in a way that allows me to be repaid, and I would like to see this matter through on behalf of Cindy, from my own personal compensation perspective and to help Cindy. There are some additional options I would continue to explore with due haste; a neighbor expressed an interest in the property by a friend, and there are individuals out there who respond to distressed situations which I may be able to facilitate for Cindy. My efforts in helping Cindy have been aligned with the City's interests towards the goal of getting the taxes paid, and so I felt that there has not been a conflict with my work as Assessor. My continued efforts should only help the City; as if I am not successful to accomplish some arrangement that can result in payment, the City will most likely at least take over a property with further clean up accomplished and the owner occupant hopefully relocated or closer to being relocated. A sale (auction) of the property under too distressed conditions may come closer to the current redemption balance. All information though indicates some equity for Cindy and likely full payment to the City if the City does proceed for auction after tax title judgment. I also would ask from a professional courtesy standpoint. I have donated and - continue to donate much time to the City serving as an Assessor. We receive no stipend. I hope and think that representatives in City Hall realize I am good for my word and efforts and I would like to try to see this through. Cindy and the City both are served if I can spearhead a successful arrangement over this additional time. I would like to be realistic in terms of my schedule and what needs to be done and the logistics, and I would like to have additional time to mid-September for the tax title matter to stay in abeyance. - I should have perhaps offered this a few months ago, but I told Cindy that if we were asking for additional time, she should show the City some good intent. Cindy gets paid every 2 weeks and we discussed and I started this week collecting funds from her based on how many hours she worked, which I would use to pay the City towards FY2014 and FY2015. I made a payment this week for Cindy and she will be paid July 21" and I will collect funds from her on that date then to make a payment and to continue to do so every two weeks. It will not be at the level to address the redemption balance. but assuming her continued employment, at a$300. to $450.00 monthly level it will reduce FY2014 outstanding, allow her to be current with the FY2015 billing, and I think it is important for her to make some efforts, and us to be earnest about our intentions.
