In denying your varaince request, the Board of Health members expressed concern over the lack of data about ground water elevations and surface water run off during the so-called "wet season". You are reminded that the Northampton Board of Health has limited the performance of "perc tests" to the "wet season"; the period between March 1st and May 31st. Section 15.20 of Title 5 requires that you, at your expense, notify all abutters of the lot in question, of the time, date, place of the hearing and nature of the at variance sought. It is suggested that you submit as much data as possible to support your variance request, including a plan of the proposed sewage disposal system. The plan, prepared by a registered professional engineer should meet the specification listed in the percolation test report from O'Keefe Associates and be in full compliance with Section 15.02 (5) of Title 5, 310 CMR 15.00. Re: Northampton - Westhampton Road Perc Tests May 28, 1988 Dear Mr. Demers: On May 23, 1988 I conducted deep hole observations and perc tests on your property located on Westhampton Road near the proposed Sandlewood Estates subdivision in Northampton„Ma. All tests were conducted in accordance with the MshusettseStatehSanitn Sanitary agent Title-V and approved by Mr. Peter McErlain, 4 sac Board of Health. As per 310 CMR 15.00, s. 15.03, of the State Sanitary Code Title-V, a percolation rate of 2 minutes per inch can be assumed due to the very pervious soil and the fact that 25 gallons of water was added to the percolation hole in less than 15 minutes and a liquid depth of 9 inches was impossible to obtain. Attached for your records please find soil logs and perc test data. In my opinion the lot tested on Westhampton Road near the proposed Sandlewood Estates subdivision in Northampton is suitable for the installation of an individual subsurface sewage disposal system. In order to complete repairs to a flooded/leaking septic tank &pump chamber at that address, it will be necessary to divert ground water away from that part of the septic system. The septic tank will be replaced and the pump chamber will then be sealed to prevent the infiltration of the ground water, which was causing excessive pump operation/failure. This work must be completed as soon as possible to prevent flooding and total failure of the leaching system. Ground water will be diverted from around the septic tank and pump chamber and piped to a nearby culvert on the city roadway lay out. Southampton Sanitary Engineering will do the repair work.
