Dear Mr. Mazuch:
As you are aware, on September 13, 1983 the Northampton Board of Health voted
to deny your request for a variance of Section 15.03 of Title 5, 310 CMR 15.00
of the State Environmental Code for a portion of Lot 4, assessors map 41,
Westhampton Road, Northampton.
In denying your varaince request, the Board of Health members expressed concern
over the lack of data about ground water elevations and surface water run off
during the so-called "wet season".
You are reminded that the Northampton Board of Health has limited the performance
of "perc tests" to the "wet season"; the period between March 1st and May 31st.
If you have any questions about this matter or wish to schedule a "perc test"
during that period, please contact the Board of Health Office.
Thank you for your cooperation.
Very truly yours,

Dear Mr. Mazuch:
The Board of Health is in receipt of your petition for a variance of Section 15.03
(3) of Title 5 of the State Environmental Code, 310 CMR 15.00, which specified that
the ground water elevation be determined when ground water is at its maximum eleva-
tion, limited, in Northampton, to the period between March 1 and May 31.
The variance, if granted, would allow for the issuance of a sewage Disposal Works
Northamptonn Permit

to the Board at the time of the hearing.
It is suggested that you submit as much data as possible to support your variance
request, including a plan of the proposed sewage disposal system. The plan, prepared
by a registered professional engineer should meet the specification listed in the
percolation test report from O'Keefe Associates and be in full compliance with Section

If you have any questions regarding this matter, do not hesitate to contact the
Board of Health Office.

Dear Mr. McErlain:
This letter pertains to the perk test which you observed on Thursday,
August 18, 1983 on Route 66 in Northampton adjacent to the Manhan River.
The test was conducted by O'Keefe Assoc. of Belchertown.
I feel the test was satisfactory and would like to petition the Board
of Health to grant me a hearing in order to obtain a special permit to
put a septic system in since the test was done out of season.
Thank you for your time and consideration on this matter.

Perc Tests
May 28, 1988
Dear Mr. Demers:
On May 23, 1988 I conducted deep hole observations and perc tests on your
property located on Westhampton Road near the proposed Sandlewood Estates
subdivision in Northampton„Ma.
All tests were conducted in accordance with the MshusettseStatehSanitn Sanitary
agent
Title-V and approved by Mr. Peter McErlain, 4 sac
Board of Health.
As per 310 CMR 15.00, s. 15.03, of the State Sanitary Code Title-V, a
percolation rate of 2 minutes per inch can be assumed due to the very
pervious soil and the fact that 25 gallons of water was added to the
percolation hole in less than 15 minutes and a liquid depth of 9 inches was
impossible to obtain.
Attached for your records please find soil logs and perc test data.
In my opinion the lot tested on Westhampton Road near the proposed Sandlewood
Estates subdivision in Northampton is suitable for the installation of an
individual subsurface sewage disposal system.
If I can be of any further assistance please contact me.

Dear Mr. LaBarge:
This will certify that on March 20, 1991, in the presence of Mr. Peter
McErlain representing the Northampton Board of Health, I conducted a
percolation test and deep soil observation on a parcel of land located
to the rear of 698 Westhampton Road in Northampton.
Enclosed please find soil logs and percolation test results for the land
in question.
It is my opinion that a private sewage disposal system complying with the
provisions of Title 5 of the Massachusetts Environmental Code can be designed
for this location.

SUBJECT: Emergency Septic System Repair 139 Westhampton Road
210 MAIN STREET
NORTHAMPTON,MA 01080
This memo will confirm that a sewage disposal emergency exists on the property of Michael
Labbee at 139 Westhampton Rd. In order to complete repairs to a flooded/leaking septic tank
&pump chamber at that address, it will be necessary to divert ground water away from that
part of the septic system. The septic tank will be replaced and the pump chamber will then be
sealed to prevent the infiltration of the ground water, which was causing excessive pump
operation/failure. This work must be completed as soon as possible to prevent flooding and
total failure of the leaching system. Ground water will be diverted from around the septic
tank and pump chamber and piped to a nearby culvert on the city roadway lay out.
Southampton Sanitary Engineering will do the repair work.
Please feel free to contact me with any questions about this matter.
Thank you.
