Northampto.. ..ealth Board of Health review of Definitive Plan for the proposed Ryan Road Estates Subdivision March 10, 1995 U n March 8, 1995 , the Northampton Board of Health reviewed the Definitive Plan for he Proposed Ryan Road Estates Subdivision for the public health concerns. ecause of the location of the proposed subdivision site in the City Aquifer rotection Area and the close proximity to the City's #2 well (approximately ,000 feet upgradient) , the Board of Health was particularly interested in the roposed storm water management section of the Definitive Plan. 'he Board was satisfied that the proposed three-stage storm water management system biofiltration, sedimentation and filtration) offered reasonable protection for the quifer. he Board voted to recommend approval of the definitive plan for the Ryan Road :states Subdivision and offers the following comments: L. Some sort of maintenance program for the storm water management system should be incorporated into the condition for the approval and, Z. Consideration should be given to limiting the use of pesticides within the subdivision (e.g. by prohibiting any commercial application of any lawn care chemicals, or prohibiting application of any lawn pesticides (commercial or residential) . McErlain BOARD OF HEALTH 210 Main Street - City Hall Northampton, MA 01060 SUBJECT: Review of Definitive Plan for the Proposed Ryan Road Estates Subdivision )ATE: March 1, 1995 I have reviewed the definitive plan for the Ryan Road Estates Subdivision proposed for a 27.5 acre site off of Ryan Road. The site is within the City Water Supply Protection District and will be adjoined by 38.4 additional acres of open space area. Because of the proximity to one of the city's wells, the proposal includes an extensive storm water handling/treatment system to prevent ground water pollution from urban storm water run off. The storm water handling/treatment system includes: 1. a bfoffltration swale to treat the "first flush" storm water, 2. a sedimentation basin for the removal of suspended solids, 3. an infiltration basin to remove more pollutants prior to recharging into the ground water. The system is designed to handle run off from a 100-year storm. The storm water treatment and infiltration basin is located approximately 1,000 feet west of the city's well. Because their proposed subdivision is located within the City Water Supply Protection District, it would be appropriate to recommend some restriction on the use of pesticides, e.g. limit or prohibit the commercial application of pesticide/lawn treatment.
