Cockroach infestation still evident. 10-18-77 All violations remain uncorrected. 11-3-77 Thirty day period has expired - none of the violations, listed in the Sept. 30 1977 letter, have been corrected. 11-4-77 Mr. Thomas p[`fagle, Assistant City Solicitor, reviewed the case and requested mplaint against Mr. Wolfe, from Charles Kulikowski, District Court Clerk. Mr. Kulikowski refused to issue a complaint, rather he scheduled a hearing on the 50 Pleasant St. matter for 8:30 A.M. Tuesday, November B, 1977. Mr. Wolfe will be asked to attend. 11-8-77 Hearing re: 50 Pleasant Street. Present were District Court Clerk Charles Kulikowski, Health Agent Peter McErlain, Mr. Herman Wolfe, Attorney Andrew Seigel representing Mr. Wolfe, and Mr. Oligino, contractor. Mr. Mcfrlain briefly reviewed the case listing the violations and the lack of action to correct the violations and requested that the Clerk issue a complaint against Mr. Wolfe for failure to comply with the Board of Health Order to correct the violations. Mr. Seigel stated that Mr. Wolfe wanted to correct the violations but also wished to remodel the entire building and was in the process of finding other living quarters for the present occupants, and would begin the work as soon as possible. Mr. McErlain argued that there were existing health hazards which must be corrected since the building is still occupied. Mr. Seigel stated that it didn't make sense to make repairs which would only be torn out again during renovation. Mr. Kulikowski agreed with Mr. Seigel. Mr. Wolfe then asked Mr. NcErlain for help in getting the tenants out of his building. Mr. McErlain replied that the Board of Health was responsible for correcting violations of Article II and only ordered tenants out of a building when the building is condemned. Mr. Kulikowski suggested that additional time be given to Mr. Wolfe and stated that 30 days would seem adequate, and that no complaint would be issued at this time. Mr. Wolfe stated that work would begin on cleaning rubbish and garbage right away, and work on the other violations would begin as soon as the building was vacant. 'Ei2\ED o.l'}. Since English is their second language, I and another interpreter,went along with them to look at the place, and explain possible courses of action they could take. When I saw the place, it was clear that there should be a general housing health inspection, since there seemed to be more than twenty violations of Article II of the State Sanitary Code. In addition, there is a possibility of lead paint, and danger of theft, since there is no lock on the main door. I also went to the Northampton Liscensing Commission to find if the building was liscensed as a rooming house. I found they do not have a list available of which buildings in town are liscensed as boarding houses. I then went to the manager of Federal Supply, who told me it was not a rooming house. I feel, therefore, that in terms of the hot water supply, and sinks in the rooms, that they should be treated as rented apartments. I would appreciate your letting me know when you plan to act upon the enclosed request, as the majority of occupants are Spanish-speaking, and will need an interpreter.
