Dear Ms. Moggio: The Northampton Board of Health is in receipt of a notice from the Northampton Department of Public Works (DPW)which indicates that a dwelling owned by you at 238 Bridge Street, (Assessors Map 25C, Lot 85), Northampton, has a sanitary sewer line improperly connected to a storm drain. Raw sewage from your dwelling flows into the storm drain system and ultimately reaches the Connecticut River near the Waste Water Treatments Plant on Hockanum Rd. This was verified by the DPW utilizing tracer dye tests. This condition, the discharge of sewage effluent into the waters of the Commonwealth, constitutes a Public Health Nuisance and also violates 310 CMR 15.303 of the State Sanitary Code. Therefore, under authority of Ch111, Sec. 123 and 127 of the Mass. General Laws, you are hereby ordered to make a good faith effort to abate the nuisance by connecing your dwelling's sanitary sewer line to the city sewer system within sixty(60) days of the receipt of this notice. You or your contractor must obtain a sewer entrance permit from the DPW. All work must be done in accordance with the requirements of the DPW concerning connections to the city's sewer system. Please be advised that your are entitled to a hearing on this notice, provided that a request for such a hearing is filed in the Board of Health office within seven (7) days of the receipt of this notice. George Brehm, DPW WWTP Carolyn Misch, OPD Ann-Marie Moggio,Owner of record Date: March 20,2002 Re: raw sewage to stonnwater line Department of Public Works Engineering Division On March 19,2002, Northampton Department of Public Works(DPW)staff performed dye testing in a portion of the building located at 238 Bridge Street(Assessors Parcel 25C-085). The results of the dye test were inconclusive. On the morning of March 20,2002,the Wastewater Treatment Plant off Hockanum Road reported that red dye was in the streambed. On March 20,2002,a second dye test was performed. DPW staff observed the dye flowing through a stonnline manhole on Bridge Road at the intersection of Lincoln Avenue. It is apparent that there is a connection from this building to what is known as the"Williams Street Storm Sewer". The"Williams Street Storm Sewer"is an old line that was abandoned for sanitary use many years ago. It still functions as a stormwater line and empties into a streambed at the Wastewater Treatment Facilty. Please call if you have any questions. Ned
