I had a long conversation with the landlord at the end of the day yesterday and I have an email from her this morning
saying she has sent all my cc's a reply(I can't open her attachment). I just want to give a heads-uP in case my pictures
are not clear enough:the wiring in the attic looks like lamp cord with uninsulated staples surface mounting the wires on
wood surfaces; the connections on the ceiling lights are bare (no tape or protection -they are temporary construction
fixtures);when I told the landlord I suspected it was not code compliant she stated that it didn't matter-it was only
storage space, and besides that is where the tenant goes to do drugs. Ms. Fazzi id that
the uncovered thdte was cited
was fine before the tenant moved in 4 months ago, etc.; I pointed out that the appearance
boxes, holes in plaster,tears in screen,etc. was not fresh but dust/grime covered. The tenant keeps a clean house.

he pictures of the unsafe electrical work are clear; all the wiring with lamp cord is defiantly a code violation and
:ertainly qualifies as unsafe and a fire hazard. The other problems should be repaired but don't seem so critical in the
short term. 1'11 get the electrical inspectors input. He'll require that the owner hire a licensed electrician to inspect and
ake a permit for the necessary repairs. Beyond that, he could accompany you on an inspection and I'd likely post the
apartment as unsafe to occupy. appliances in hand.

The stairs could also be a significant life safety issue, especially the treads. Unsafe egress would require that I post the
apartment as unsafe.
Posting a building as unsafe (assuming it is a two family dwelling)comes from the residential building code chapter 1,
section R115:
SECTION R115 UNSAFE STRUCTURES AND EQUIPMENT
R115.1 General. Unsafe or dangerous structures are governed by M.G.L. c. 143, §§g 7 g g and 10.
GL 143,6-10 requires that we order correction of unsafe conditions and post a structure that would make it particularly
unsafe. 143 sec. 7 actually allows the city to enter the premises and make it safe.We've only done that a few times but
I'm willing to dust it off for situations like this, 9 West Center St. and 839 Ryan Road.

I think that the detectors need just batteries and reinstalling on their brackets, although you will have to satisfy yourself
that they are working correctly. . The code says it is your responsibility.
