Dear Mayor Ford:
In accordance with the Public Notification Procedures of the Massachusetts Contingency Plan
(MCP 310 CMR 40.1403(3)(d)), we are writing to notify you of the planned implementation of a
Release Abatement Measure (RAM) at the Massachusetts Highway Department (MHD)
maintenance facility located on Route 5 (Mount Tom Road) in Northampton ("the site").
In September 1996, MHD removed a 5,000-gallon gasoline underground storage tank (UST) from
the site. MHD is currently installing two (2)new USTs, which will require the removal of gasoline-
impacted soils. Gasoline-impacted soils in the vicinity of the former fuel pump will also be
removed. These soils will be recycled at Ondrick Construction in Chicopee, MA. RAM activities
are to be initiated today and are expected to be completed by September 4, 1998.

Dear Mayor Ford:
In accordance with the Public Notification Procedures of the Massachusetts Contingency Plan (MCP),
310 CMR 40.1403, we are hereby notifying you of submittal to the Massachusetts Department of
Environmental Protection (DEP) of a Phase II Comprehensive Site Assessment and Phase III Remedial
Action Plan Report for the above-referenced site. The report details subsurface investigation data and
reviews remedial action alternatives for the gasoline contamination at the site.
The gasoline contamination is the result of an historic release originating from a former on-site gasoline
underground storage tank (UST). The release was discovered in 1995 and the tank was subsequently
removed in 1996 along with surrounding contaminated soils. In September 1998, additional
contaminated soils were removed to reduce contaminant concentrations remaining in the vicinity of
the former gasoline UST system and to facilitate the installation of new gasoline and diesel fuel USTs.
The Phase IVPhase III report is available for public review and copying at the Western Regional office
of the Massachusetts DEP at 436 Dwight Street in Springfield. Public file review sessions are conducted
on Wednesdays, from 9:00 a.m. until 4:00 p.m. For more information about file review, contact the file

In accordance with the Public Notification Procedures of the Massachusetts Contingency Plan
(MCP 310 CMR 40.1403(3)(a)), we are writing to notify you of the submittal to the
Massachusetts Department of Environmental Protection (DEP) of a Phase IV Remedy
Implementation Plan (RIP). The submittal was made on behalf of the Massachusetts Highway
Department (MHD) to address Release Tracking Number (RTN) 1-11151. The RTN was issued
for an historical gasoline release from a former underground storage tank (UST) system located at
the above-referenced MHD facility. The Phase IV RIP is being submitted to summarize the
proposed remediation system to be installed at the subject site. A health and safety plan will be
prepared and will be followed by on-site workers during this project. It is anticipated that the
Phase IV activities will be conducted in 2001.
A copy of the Phase IV submittal can be obtained from the Western Regional office of DEP at
436 Dwight Street in Springfield. Public file review sessions are held every Wednesday. For
