30A-076 (15) DECISION OF jam, i ZONING BOARD OF APPEALS ,+ At a meeting held on June 19, 1985, the Zoning Board of Appeals of the City of Northampton voted unanimously to grant the Special Permit �st of Barry M. Elbaum, 25 Prospect Street, Hatfield, Massachusetts to renovate a building located at 340 Riverside Drive, Northampton. Present and voting i were: Chairman Robert C. Buscher, William Brandt and Charles Maguire. The findings were as follows: R. Buscher found that the Zoning Ordinance states that a use may be altered in a noncnofor>ming structure if not more detrimental than II the existing use. He fouhd in favor of this request. Referring to II Section 10.10, he found that the use,as described,is listed in the Table of Use Regulations; that the requested use will not create undue �j traffic or impair pedestrian safety, as the shop will function mainly it as a pick-up and drop-off station, and that there are no sidewalks; I! that the requested use will not overload municipal systems, as the City f !i lines are readily available; that the requeEted use will not impair the ! j integrity or character of the neighborhood and is in harmony with the intent of the Ordinance, as there will be alterations to the exterior of the building and the renovations will be an improvement to the ii neighborhood, and, as it is adjacent to an industrial building in a mixed area, is in character with the neighborhood. He also found that the requested use is the best possible use forthe building. !' W. Brandt found that the requested use would not be substantially more detrimental to the neighborhood than the existing use, and will esthetically improve the area and add to the City's tax base. IC. Maguire stated that he also votes in favor of the petition for i; reasons stated by the other Board members and felt that with the �! improvements to the building, the requested use would improve the neighborhood and facilitate Mr. Elbaum's business, which in turn, i will provide people with quality carpentry work.
