To whom it may concern:
On May 23n1,2011 I conducted a street level inspection at Duffy Tire Services located at 252 Bridge
Street.At the time of inspection there was a large amount of tires piled in the back of the building.As
you may be aware scrap tires can be a health and safety hazard(see enclosed information sheet
entitled"Best Management Practices for Automotive Recyclers").Tires are easily filled by rain and
collect leaf litter providing an ideal incubator for mosquito larvae.Tires are also a significant fire
hazard because they are very difficult to extinguish.
In addition to being a health and safety hazard the mere presence of a pile of tires is considered to be a
dumping ground and therefore would require a site assignment from the Northampton Board of
Health and a permit from the Massachusetts Department of Environmental Protection.
Please take steps to immediately remove the tires from this location and dispose of them properly
(again see the attached information sheet for best practices in tire disposal). If the tires are not
removed in a timely manner the Northampton Board of Health will consider enforcement remedies,
including the use of fines.

Following up on Health Department Director's investigation and letter of May 23, 2011, I checked the rear of Duffy Tire
Services on Monday June 13, 2011. While the size of the discarded fire pile has diminished since May it still constitutes a
health risk and public nuisance. Director Wood's letter outlined reasons scrap tires will not be tolerated, including
harborage for mosquitoes and fire hazard, and that the mere presence of a pile of tires is considered to be a dumping
ground, requiring a site assignment from our Board of Health and permit from the Massachusetts Department of
Environmental Protection.
Please take further steps to immediately remove the remaining tires and dispose of them properly. The Northampton
Board of Health will consider enforcement remedies including fines unless timely removal is completed.

all of the correction orders issued in the inspection report.
