Dear Mr. Brindiss:
In accordance with our contract of January 29, 1996, Tighe & Bond is submitting this letter report
describing sample collection activities and analytical results relative to the above-referenced project.
The purpose of the sampling and analyses was to confirm the analytical data generated by Scalise-
Knysh in July 1995 regarding contaminant concentrations in sediment samples collected from the
bottom of the flood control channel. Additionally, we have compared the sediment contaminant
concentrations to the permit limits for disposal at a local asphalt batching plant. For your
reference, a Locus Map and Sample Location Plan are included in Appendix A.
On April 10, 1996, Tighe & Bond collected six (6) sediment samples from four (4) sample
locations within the existing flood control channel. Samples were labeled A through D. One (1)
sample was collected from each location at a depth of 0" to 12". An additional sample was
collected at a depth of 12" to 24" at sample locations A and C to provide data regarding the vertical
extent of contamination within the channel bottom.
Samples were collected using a hand-held bucket auger and transferred to glass sample containers
with teflon-lined lids. The auger was decontaminated using a methanol rinse followed by a nitric
acid rinse and a deionized water rinse after each sample to eliminate potential cross contamination
between samples. Subsequent to collection, the samples were placed on ice in a portable cooler and
transported to the Commonwealth Analytical laboratory for analysis. Each sample was analyzed
for the following parameters: total petroleum hydrocarbons (TPF), lead (Pb) and semi-volatile
organic compounds (SVOCs). The complete laboratory report is included in Appendix B. A
summary of the laboratory report and the previous analytical data generated by Scalise-Knysh is
provided on Table 1 at the end of this report.
As we discussed in our initial proposal of October 19, 1995, contaminants detected in sediment
samples are specifically excluded from the reporting requirements of the Massachusetts
Contingency Plan (MCP). Regardless of this aspect of the regulation, for the purpose of evaluating

the degree of contamination within the flood control channel, contaminant concentrations can be
compared to the MCP Reportable Concentrations (RCS-1) for soils. These standards are also
shown on Table 1. As indicated on the table, TPH concentrations in each of the samples, including
those collected by Scalise-Knysh, exceeded the RCS-1 standard of 500 mg/kg. TPH concentrations
in the deeper samples collected at locations A and C were significantly lower than the TPH
concentrations in the overlying samples, but still exceeded the RCS-1 standard.
The RCS-1 standard for lead was exceeded in the samples collected at locations B and D and in the
Scalise-Knysh sample #1. The lead concentration detected in the deeper sample at location C was
significantly lower than that recorded in the overlying sample.
RCS-1 standards for individual SVOC compounds were exceeded in all six (6) Tighe & Bond
samples and in both of the samples collected by Scalise-Knysh.
The data described above indicate that contaminant concentrations in the sediment of the flood
control channel exceed MCP RCS-1 standards throughout its length from the pumping station to the
inverts of the culverts that carry the water beneath Interstate Route 91. The MCP requires that the
dredged material be disposed at a facility licensed to handle this material. However, no further
MCP tasks are required at this site.
As mentioned above, the MCP excludes sediment samples from reporting requirements.
Additionally, no data exist at this time which would indicate that the contaminant concentrations
recorded in the area sampled are inconsistent with background concentrations elsewhere in the flood
control drainage system. Therefore, as a means of controlling disposal costs, we recommend
dredging only that volume necessary to restore desired flood control flows.
In addition to comparing contaminant concentrations to the MCP standards, Table 1 provides a
comparison to the permit limits for disposal at the Theodore Ondrick Construction Company's
asphalt hatching recycling facility in Chicopee, Massachusetts. None of the detected contaminants
exceeds the applicable standard and, therefore, the material appears suitable for disposal at this
facility.
As a condition of disposal at its facility, Ondricks will require that the sediment contain no free
liquids. Therefore, dewatering of the material will be necessary prior to transporting. This can be
accomplished by temporarily stockpiling the sediment nearby until all free liquids have been
drained. We recommend installing erosion control barriers (haybales or silt fence) around the
stockpiles during the draining process.
Additionally, to dispose of such sediments at the Ondricks facility, a Class A, Level 1 recycling
permit must first be obtained from the Massachusetts Department of Environmental Protection
(MIDEP). The permit is obtained by contacting the DEP and describing the details of this project.
Tighe&Bond is in the process of obtaining this approval.

fees for the dredged material (dewatered) would be approximately $40 per ton if delivered by
DPW.
