Enclosed is a copy of the letter I sent to Me. Hoar after
I re-inspected her apartment on November 28th. I trust that the
extermination of the building and her expected cooperation will
result in the permanent elimation of the cockroaches,

Dear Ns, Hoar:
Upon re-inspection of your apartment after the extermination of
the entire building on November 18th„ I feel it is necessary for me
to speak to you about your responsibilities in keeping your apartment
free of insect feeding places.
According to Regulation 15.7 of Article II of the State Sanitary
Code, the occupant of a dwelling unit is responsible for maintaining
in a clean and unitary condition and free of garbage, rubbish, other
filth or causes of sickness that part of the dwelling that he or she
exclusively occupies or controls,
Upon my inspection on both November 9, 1979 and November 28, 1979,
it became apparent to me that your housekeeping duties and responsibilities
at present allow insects to have general breeding areas and harborage areas,
the piles of clothes on the floor, the excessive amount of bags of open
garbage in the kitchen, the dirty rugs in all the rooms, the dirty rug in
the kitchen, are all places where insects can feed and breed.
Without your cooperation in up grading your housekeeping duties and
responsibilities (especially in the above mentioned areas) there is no
guarantee that the couplets extermination of roaches will ever be successful
in your apartment or the apartments in your building.
