FINDINGS: The Planning Board granted the site plan for common driveway to serve four duplex lots based on the following plans with revisions submitted at the hearing: 1) New Residential Development at 68 Hatfield St. for LP Audette Builders, Inc. by William Canon, James Gracia, Siegfried Porth Architects dated Feb 10, 2016 Sheets 1-1, L1.0-5.0, A200. Sheet L.1 revised date 3/9/2016. Revised Architectural renderings to show 2 story side-by-side townhouse units. In approving the Site Plan, the Board found the criteria in 350 11.6 to be met: A. The requested use protects adjoining premises against seriously detrimental uses. If applicable, this shall include provision for surface water drainage, sound and sight buffers and preservation of views, light, and air; and B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, cycle tracks and bike paths, minimize traffic impacts on the streets and roads in the area. If applicable, this shall include considering the location of driveway openings in relation to traffic and adjacent streets, cross-access easements to abutting parcels, access by public safety vehicles, the arrangement of parking and loading spaces, connections to existing transit or likely future transit routes, and provisions for persons with disabilities; The shared one-way driveway loop minimizes impacts to traffic flow on Bridge Road. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and other community assets in the area as it relates to landscaping, drainage, sight lines, building orientation, massing, egress, and setbacks. The units along Bridge Road continue the rhythm of structures/units to fill in the void to the corner of Hatfield and Bridge Road. D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. The construction materials and methods for water lines, sanitary sewers, storm sewers, fire protection, sidewalks, private roads, and other infrastructure shall be those set forth in the Northampton Subdivision Regulations. A separate stormwater permit has been issued and the system incorporates on site infiltration/green infrastructure. E. The requested use meets any special regulations set forth in this chapter. The design standards for the URB district have been met. The Board approved the greater setback for the structure on lot 18c-182 to accommodate the rain garden/infiltration system. F. Compliance with the following technical performance standards: (1) Curb cuts onto streets shall be minimized. The shared driveway for all four lots creates safer access than if access were created for all 4 lots individually. (2) Pedestrian, bicycle and vehicular traffic movement on site are separated, to the extent possible. All sidewalks shall meet the following standards: (a) The new external sidewalk will be constructed of cement concrete. Sidewalks will be at least five feet in width as required for residential districts.
