YES List of Waivers? YES. Fee? YES. Signed Zoning Permit Review Form and Application? YES or about 8 years now,I have been involved in the building of rail-trails or other bike-friendly in- frastructure in New England,New York and New Jersey. I have written three books and given nearly 400 lectures on the subject of rail-trails with themes of history, community revitalization, and low-impact tourism as sub-texts. Having researched over 250 rail-trails and looking closely at how they became successful for devel- oping a tourist base in a given community,it became apparent that Bed&Breakfasts that were sited near or along a rail-trail,became a better success than those just marketing for auto tourists. Indeed, many of these places sat astride a long-distance trail and many of their patrons, bicycled in to the Inn or B&B. This growing phenomenon is mostly seen however,on the long distance trail projects. Such trail pro- jects help the community at large not only by their sizable economic impact, but the maybe more im- portantly, the patrons of these facilities either come without their cars or use it minimally during their stay. The state of Vermont has recognized this niche and nurtures it with both construction and marketing dollars as they know that they derive twice as much revenue from the bicycle tourist industry—as the Maple Sugar industry. We see many other communities through out the Northeast are starting recognize and nurture this niche industry. For Northampton, the conversion into rail-trails and their ever growing expansion of both the old New Haven and Boston&Maine Railroad branch-lines,we see great potential in this mar- ket. For example,we know that in about 5-7 years, the vast majority of the N-S oriented ex-New Haven Railroad's Canal Division will be open as a rail-trail all the way to New Haven,CT.
