The renovation of the first floor apartment was started in January 2005. The construction work was performed by her husband without a permit. Michelle is now divorced and must complete the work by herself. She has retained me as the contractor and wishes to complete this renovation legally, with a building permit and all of the required inspections. I have discussed the situation with her and have agreed to help create a legal environment in which to complete the work. At this point the apartment has been stripped of all original interior wall coverings, plumbing, electrical wiring and stud walls. All interior walls have been refrained with new lumber to aid with the support of the second floor structure. It is my understanding that the apartment was in poor condition to begin with, and had been altered many times over the years with no consideration for structural integrity. The electrical wiring has been partially completed, and some insulation has been installed, as the cost of heating the house became prohibitive. In my opinion, the framing is more than adequate to meet the building code requirements. I would like to have the building department inspect the framing and the partial rough wiring.
