May 4, 1988
The Northampton Zoning Board of Appeals met at 9:40 p. m. on May
4, 1988 in Council Chambers, Wallace J. Puchalski Municipal
Building, to conduct a Public Hearing on the Application of Kathy
Hibshman and Barry Schecter for a Finding under Section 9.3D of
the Zoning Ordinance of the City of Northampton, that a proposed
addition to their pre-existing, nonconforming house on a pre-
existing, nonconforming lot at 181 N. Maple Street is not
substantially more detrimental to the neighborhood than the
existing use. Present and voting were Chairman Robert C.
Buscher, Dr. Peter Laband, and M. Sanford Weil, Jr.
Ch. Buscher read the Legal Notice as published twice in the Daily
Hampshire Gazette. Mr. Schecter exhibited a site plan, and
described the planned 24 ' x 14 ' two-story addition to his two-
family house, which would add a bedroom and bathroom to each of
the two apartments. The house would remain a two-family, and
complies with all setback requirements. This is a double lot (in
depth, not width) . The structure is pre-existing, nonconforming
because it is a two-family in a URB Zone, and the lot is pre-
existing, nonconforming because the Zone requires 80 ' width, and
the lot is 60 ' wide. No members of the public were present, the
presentation was straightforward, and Dr. Laband moved the Public
Hearing be closed. Mr. Weil seconded, and the Motion passed
unanimously.
Mr. Weil read Section 9. 3E and concluded that the proposed
addition is not substantially more detrimental to the
neighborhood than the existing use. Dr. Laband agreed, and so
moved. Mr. Weil seconded, and the Motion passed unanimously.
Also present, in addition to those mentioned, was R. J. Pascucci,
Board Secretary.

At a meeting eld on May 4 1988 the Zoning g y h Wing Board of

issue a Finding_ that the addition of a 24 ' x 14 ' two-story
addition to the two-family dwelling located at 181 North
Maple Street, Northampton (Florence) MA will not be I
su�Sstantiall more detrimental to the neighborhood than the !�
existing nonconforming dwelling and lot.
The Findings were as follows:
The proposed addition complies with all dimensional J
setback requirements.

No abutters objected to the proposed addition.
The proposed addition will not be substantially more
detrimental to the neighborhood than the existing
nonconforming use, and in fact will be a substantial
improvement with a salutary effect on the neighborhood.
