Chair Francis Johnson,in accordance with Planning Board rules,noted that because George Russell voted in place of a full member for
the previous hearing of the September 27 meeting and based on the rotating order for associate members voting in the place of a full
member, Paul Voss would rotate in to rill the full member slot. Thus although present,George Russell did not participate in the vote.
