Hi Ron,
I spoke with the commissioner and the rear building is State not Federal,but the granite portion,eccentrically the front building,does fall under our jurisdiction.
I've reviewed the existing building code and the work appears to fall within the historic building guidelines without additional variances.
You should prepare a short code review pointing to those sections and provide it with the plans,specs,and AAB variances.We need one electronic and one hard
copy of the plans unless the page sides do not exceed 11 x 17.Email to Ihasbrouck @northamptonma.gov.

In accordance with M.G.L., c.22, § 13A, I hereby apply for modification of or substitution for the
rules and regulations of the Architectural Access Board as they apply to the building/facility
described below on the grounds that literal compliance with the Board's regulations is
impracticable in my case.
PLEASE ENCLOSE:
1) A filing fee of $50.00 (Check/Money Order) made payable to the "Commonwealth of
Massachusetts" and all supporting documentation (e.g. plans in 11" x 17" format,
photographs, etc.). In addition, the complete package (including plans, photographs
and the completed "Service Notice") must be submitted to all parties via compact
disc.
2) If you are a tenant seeking variance(s), a letter from the owner of the building
authorizing you to apply on his or her behalf is required.
3) The completed "Service Notice" form provided at the end of this application certifying

Inspector, Local Disability Commission (if applicable), and Local Independent Living

Dear Mr. Hasbrouck,
The Hampshire Council of Governments are the stewards of the historic Courthouse in
downtown Northampton. Since 2010 the Council has worked to obtain a building study of the
work that needs to be done to repair and preserve the building and to fund critical repairs.
The Council is ready to move forward with repairs to the front and side entrance granite steps
and to the portico roof. These repairs are essential given the deteriorating conditions and we are
working with Boston Bay Architects to see that they are completed. A variance to the
Massachusetts Architectural Access Board is necessary in order the keep the existing brass
railings on the reconstructed steps and retain historical architectural significance. The Architect
will add side handicapped accessible handrails on each side of the steps for Building Code
accessibility.
Enclosed you will find a copy of the Council's application to the MAAB needed to move forward
with these repairs. If you should have any questions or concerns, we would be pleased to talk
with you.
