The Zoning Board granted the permit upon determining that the change from a gasoline sales and auto repair shop to auto repair for car wash only would not be substantially more detrimental to the neighborhood than the existing nonconforming nature of the structure,lot and use. The existing gaso line sales building is located 1.5'from the rear lot line. The zoning requires a 20'rear setback. The new car wash building will be located 15, 11",at it's closest point,from the rear lot line. The project will increase the total open space from approximately 10%to 39%(40%is required)and the curb cut on Glenwood Avenue will be closed to reduce the total to narrower curb cuts on Bridge Street. Conditions: 1.Prior to a certificate of occupancy, the applicant shall provide a lighting plan stamped by an engineer that indicates that the average site lighting does not exceed 1 foot-candle,with 0 foot-candies at the property line and a maximum of 3 foot-candles at any one point on the site. 2.All lights shall be on a timer to be turn off at the time the car wash closes(10 PM). 3.Flat lenses on the light poles shall be utilized instead of"fisheye"lenses. 4.As shown on the plans, the applicant shall replace the sidewalk along the Bridge Street frontage with a concrete sidewalk. 5.
