Pursuant to the building permit I will also apply for a Trench Permit covering Water, Sewer,and Driveway as well as a Water and Sewer Entry Permit as required.As in my cover letter DPW has been fully cooperating with the move. They have been great to work with. At the direction of Northampton DPW Engineer Tom Smith(today 7/23 per DPW Commissioner George Andrikidis) I have submitted to DPW a list of impacted trees and of signs to be moved that they will submit to the Board of Public Works at their next meeting. Proposed Route for moving 337 Bridge Street to 9 Dewey Court.All distances approximate odometer readings. This route is the preferred route as designated by Mass Electric and assented to by Verizon, Com Cast, and Fibertech as of 7/19/04-- all utilities with above ground lines on some or all of these routes. DPW is notified of the new route as well. The route modifies an earlier proposal to use Conz Street as both Mass Electric and Verizon have major Trunk Lines that crisscross Conz at least five times. Width: The building width, the width of the load, varies between 32 feet and 35 feet. The principal width is 32 feet. This is 3 feet wider only where the roof overhangs approximately between 18 and 20 feet above the road bed as loaded. Then of course it tapers to 0 feet as the roof peaks. Length: The building is 54 feet long. 48 feet have the loaded height of 35 feet as above. 6 feet is a one story porch that has a loaded height of 17 feet Moving 337 Bridge Street to Dewey Court Northampton Summer 2004 The building will be moved by Northeast Building Movers a fully insured professional firm. Owner Eddy Couturier has worked in Northampton before (he raised and supported the row house behind the Academy of Music on South Street during its foundation work) and has experience moving Historic Houses. I have a contract with NBM and they have completed an on site feasibility study. NBM has now completed a final engineering survey proofing the viability of the route. You have earlier received NBM's narrative for Mass Highway Distric 2. http://www.northeastbuildingmovers.com/ Mass Highway Department District Two engineer Ken Wanar has endorsed our use of Interstate 91 for the move. He is sending his endorsement to Boston(Chief Engineer) and Milford(Commercial Motor Vehicle Department)for final approval. I have recently completed additional paperwork for Boston—the narrative has to be incorporated onto their `forms', detour diagramed, etc. The use of Interstate 91 is crucial as the railroad bridges on the east edge of downtown otherwise prevent this move. Mass Highway has proposed a tentative move time of 2AM Sunday morning in whatever week we do this. Mass Electric engineer Roger Longchamps in Northampton has indicated that it is Mass Electrics policy to cooperate with such a move. Wires are moved at the utilities cost. Their engineering is largely complete. I have a letter on file from Mass Electric Engineer Peter Normandin who is handling this case stating that Mass Electric will cooperate fully with the move. Verizon engineer Fran McManus in North Hatfield has indicated that it is Verizon policy to cooperate with such a move.Wires are moved at the utilities cost.Their engineering is complete. I have a letter on file from Verizon engineers Qunetin Antes and Philip Marciano stating the Verizon will fully cooperate with the move. ComCast engineer Al Hardy has indicated that it is ComCast policy to cooperate with such a move. Wires are moved at the utilities cost. Their engineering is complete. I have a letter from him stating that ComCast will cooperate with the move. Fibertech is a utility you did not request a sign off from but they have fiber optic cable on poles in the City. I sent a similar summary to Ned Huntley in late June and have spoken with him and answered his only question(loaded weight). He indicated there was nothing further required of me. DPW has been using Tom Smith as point person for my questions thus far and is supportive and cooperating with this move. There are two things (that I know of) that are not `resolved' and I would ask that you process my application and grant my permits without them-- and make the commencement of work dependent on your being satisfied as to the two items. In this way we can keep the clock going and not run out of `time' or `weather'. The two items are: 1. DPW Board approval of the `tree leaders' that must be cut, this census was just requested today. 2. Final approval from Mass Highway at the State level (they still need to sign off on District 2's endorsement of the move, and are not expected to object). David W.Sparks,Superintendent of Water cc: Ned Huntley,Asst.City Engineer CITY OF NORTHAMPTON BOARD OF PUBLIC WORKS SANITARY SEWER FORCE MAIN POLICY The purpose of this policy is to establish the quidelines, procedures, specifications and conditions associated with sanitary sewer force mains that will become the responsibility of the Department of Public Works (DPW). The following conditions shall apply: 1. All information associated with the entire force main system shall be submitted by the applicant to the DPW for approval. The information shall include, but not be limited to, technical specifications of every system component, capacity of system, operation of valves, pumps and other controlling mechanisms, installation procedures and detailed testing protocols. 2. If the force main system is part of a proposed subdivision, its installation and inspection shall conform to the City' Subdivision Rules and Regulations in addition to the conditions stated in this policy. In all other cases, its installation and inspection shall conform to applicable Rules and Regulations of the DPW in addition to the conditions of this policy. 3. Force main systems shall be designed so that individual pump chambers shall be located outside the street layout. Curb stops and check valves shall be installed at the property line. 4. No connection to the common force main system shall be allowed unless a "Municipal Sewer Availability" and "Residential or Commercial Building Sewer Application" are submitted and approved by the DPW. Attached to these documents shall be the technical specifications, manufacturer's name, model and rated capacity of the proposed pumping system. 5. Prior to the replacement or upgrade of any.existing pumping system, the information requested in Item 4 above must be submitted to the DPW for approval. 6. Pumping chambers on private property shall be accessible at all times. The DPW has the right to enter said property at any time for the purpose of examining the pumping station for compliance with the regulations stated in this policy. The DPW will not be responsible for damage to any plantings or landscaping placed over or in close proximity to the pumping chamber access. 7. A red light indicating system problems/failure shall be installed outside every structure connected to the force main system. Said light shall be clearly visible from a vehicle traveling on the adjacent roadway. 8. It is the responsibility of every owner of a property/structure that is connected to the common force main to insure that all components of their service line are functioning properly and in accordance with the approved submittals. 9. Any violation to this policy may cause the service line of the structure in question to be shut-off at the curb stop. In addition, if the violation causes damages to either the common force main or to adjacent structures connected to the system, the responsible party shall bear the cost of all repairs and claims associated with said violation. 10. The DPW will become responsible only for the components of a sanitary force main system located within the layout of a City accepted street. The inspection process requires that the building department be called to inspect work at various stages, which include foundation/footings (before backfill), sonotube holes (before hour), a rough building inspection (before work is concealed), insulation inspection (if required) and a final building inspection. The building department requires these inspections before the work is concealed, failure to secure these inspections can result in failure to obtain a certificate of occupancy until the work can be inspected. If the homeowner hires other trades to perform work (electrical, plumbing& gas) the homeowner will be responsible to make sure that the trades hired secure their proper permits in conjunction to the building permit issued, and that they get their required inspections.
