December 17, 2002.

6. 'First&Second Floor Elevations`Sheet No.1,submitted by the applicant.
In Granting the Special Permit with Site Plan Approval(major project),the Planning Board determined:
A. The requested use,for a common driveway and fora reduction of frontage&lot size for a land donation, protects adjoining premises
from seriously detrimental uses because It is an allowed use for the Rural Residential zoning district. The proposed project provides for
the permanent protection of an existing field and Includes the donation of land to the City for conservation/open space purposes. In
addition, the applicant has made adequate provisions for surface water drainage,as depicted in plans and information submitted with the
application.
B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets, minimize traffic impacts on the streets and roads in the area because the use of the common driveway will minimize the number
of new curb cuts on to City streets. Traltic impacts are minimized because no significant increase In traffic is expected due to the
development of two lots.
C. The requested use will promote a harmonlous relationship of structures and open space to the natural landscape, existing buildings
and other community assets in the area because the proposed project will be In keeping with the existing residential neighborhood and
the majority of open space will be donated for conservation use thereby allowing the existing field to remain In its natural state.
D. The requested use will not overload, and will mlUgate adverse impacts on the City's resources including the effect on the City's water
supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools.
