The following conditions shall apply:
1. This approval is subject to receiving documents
representing a legally binding reciprocal agreement between
the legal owners of this building and the Hotel Northampton
on the continued availability of parking spaces in the office
building parking garage for use by the Hotel Northampton, and
the continued availability of parking spaces on the grounds
of the Hotel Northampton for use by the office building
tenants and visitors, in order to comply with Zoning
requirements.
2. The water service plan for the site must be approved
by the Northampton Department of Public Works before a
Building Permit is granted.
3 . All work shall conform to:

Center/Site Plan Review Documents, dated March 23 ,
1989, prepared by Cambridge Architects International,
which include:
- AM/PM Peak Hour traffic evaluation,
- Parking Requirements,
- Site Plan of ground floor and second floor
showing dedicated valet parking spaces in blue,
- Ground Floor Plan of Office/Parking Structure,
- Second Floor Plan of Office/Parking Structure
showing dedicated valet parking spaces in blue,
- Detail plan of entry, sidewalks and plantings.

4 . Parking shall be provided in accordance with the
parking plan as stated in the letter from Eric G. Gervais to
the Planning Board dated April 11, 1989 .
DECISION OF
NORTHAMPTON PLANNING BOARD
At a meeting held on April 13 , 1989 , the Planning Board
of the City of Northampton voted unanimously to GRANT its
approval of the Site Plan presented by the Rostoff
Development Group for an office building to be constructed
on Gothic Street behind the Hotel Northampton (more
specifically, Parcel 238 of Sheet 31B of the Northampton
Assessor' s Maps) . Present and voting were Chair Nancy P.
Duseau, John Cahillane, Dr. Josef Arnould, Judith Hale, James
Holeva, Marion Mendelson, Andrew Crystal and Dr. Joseph
Beauregard.
The Findings were as follows:
The Site Plans presented provide for protection of
adjoining premises against seriously detrimental uses by
provision for surface water drainage, sound and sight
buffers, and preservation of views, light and air.
The Plans presented adequately consider convenience and
safety of vehicular and pedestrian movement within the site
and on adjacent streets, the location of driveway openings
in relation to traffic, access by emergency vehicles, and to
adjacent streets and, when necessary, compliance with other
regulations for the handicapped, minors and elderly.
The Plans successfully deal with the adequacy of the
arrangement of parking and loading spaces in relation to the
proposed use of the premises.
The Plans adequately consider the relationship of
structures and open spaces to the natural landscape, existing
buildings and other community assets in the area, and
compliance with other requirements of the ordinance.
The Plans provide for mitigation of adverse impacts on
the city' s resources, including the effect on the city' s
water supply and distribution system, sewage collection and
treatment systems, fire protection and streets.

If you wish to appeal this action, your appeal must be filed in
